3 OTRP Mission Statement : “Our mission is to provide property and liability coverage supported by risk management services that minimize the loss exposures of our members. We will deliver these services, tailored to our members’ needs, on a long-term, financially sound, and cost effective basis.”

4 OTRP’s History and Governance : Incorporated as a non-profit “Joint Self-Insurance Pool” in 1994 under Ohio Revised Code 2744.081 Governed by an independent Board comprised of one representative per member transit system (equal voting) Long-Term Goals: –Maximize the availability of coverages –Reduce and stabilize the cost of risk over the long-term –Increase control over claims and litigation

Gallagher & Company Corporate Counsel: Squire, Sanders & Dempsey Actuarial: Godbold, Malpere & Company Financial Auditing: Lytkowski & Company Effective 12-17-01, General Mgmt. Services In-House Effective 10-01-02, Claims Mgmt. Services In-House

8 OTRP Liability Program Structure (2003) Each Member has a $1,000 deductible OTRP Pools Losses above Members’ deductibles to $1,000,000 per occurrence OTRP Purchases Liability Reinsurance from Endurance Re (Best’s A-, XII) for coverage over $1,000,000 to $10,000,000 per occurrence, on behalf of its Members through NPX

9 OTRP Property Program Structure (2003) Each Member has a $1,000 deductible for Commercial Property Losses For Auto Physical Damage, Small Members have a $1,000 deductible and Large Members have a $25,000 deductible OTRP Pools Losses above Members’ deductibles to $250,000 per occurrence OTRP Purchases Property Policy from Allianz (Best’s A++ XV) for coverage over $250,000 to $200,000,000/occurrence
