4 Workshop Objectives 1)Participants are familiar with roles and responsibilities, particularly regarding information during humanitarian emergencies Roles and Responsibilities of Humanitarian Cluster Lead Agencies, and who they are Requirements on government agencies 2)Participants are familiar with principles of coordinated assessments Harmonized and Joint assessments Principle building blocks of coordinated assessments Assessment phasing over time, and implications on methodology, data quality and reliability 3)Participants are familiar with information requirements for humanitarian assessments and programming Which key indicators have been identified by sectors Where can the indicators be found How and when are they used, what to do if they're not available 4)Foster the relationship between National Statistics Offices, Disaster Management and Humanitarian Clusters Raise awareness of NSO publications and encourage their usage and dissemination Explore data processing capacities of NSOs in support of disaster management Draw up a road map for information management in disasters What next ? 5 Outputs 1)Definitive "best source" for key humanitarian indicators by country (for Tonga, Cook Islands, Samoa, Fiji, Vanuatu, Solomon Islands) Table of indicators filled in with source of data for Secondary Data Analysis Indication of best way to monitor these variables during emergencies 2)Definitive list of publications from Statistics offices and data tables List by country of the latest available data that can be used by all humanitarian actors 3)Humanitarian Analysis Plan plan for each country present Identification of best offices to be involved in analysis of joint assessment material 5

Group feedback on data sources, identified harmonized datasets and current analysis structure. (45 min discussion – 15-20min/group for feedback) Coffee 11h15 – 12h00 Group discussion and presentation of in-country data processing capacities – does the NSO have the capacity to assist the assessment process? Are there other capacities? (20 min discussion – 5 min/group for feedback) 12h00 – 13h00 Discussion and presentation of what kind of support is required to assist you in the assessment process in your country and cluster? Ensure geographical and temporal synchronization of assessments Use a consistent set of common operational datasets: administrative boundaries, Humanitarian and socio-economic profile, Population statistics etc. Use a consistent set of agreed sectoral indicators Establish a process for collating data from multiple assessments Establish a process for conducting a shared analysis of data. Define analytical objectives: what does the final report look like? What variables are being reported Key actions for harmonizING assessments... Establish an assessment coordination structure or collaboration mechanism: Designing, planning and managing, when required, a joint multi-cluster initial or rapid assessment. Promoting the harmonization of assessments, including through the use of common operational datasets and sectoral indicators. Sharing results from needs assessments undertaken, as well as information on needs assessments being undertaken/ planned. Serving as a forum for open analysis of the humanitarian situation.
