2. ICFA and ILCSC ICFA has been helping to guide international cooperation on and try to realize the Linear Collider more than 10 years. ICFA has established the ILC Steering Committee (ILCSC) with Maury Tigner as the firstChair. SK has become the second Chair from July 2005.

4. ILCSC Charter(2002) Engage in outreach, to the scientific community at large, to industry, to government officials and politicians and to the general public. Defining the scientific roadmap, the scope and primary parameters for machine and detector.

5. Parameters for the ILC E cm adjustable from 200 – 500 GeV Luminosity   Ldt = 500 fb -1 in 4 years Ability to scan between 200 and 500 GeV Energy stability and precision below 0.1% Electron polarization of at least 80% The machine must be upgradeable to 1 TeV

6. ILCSC Charter (cont) Monitor the machine R&D activities and make recommendations on the coordination and sharing of R&D tasks as appropriate. ILCSC should help facilitate this choice of the technology to the largest degree possible. -> Setup ITRP Identify models of the organizational structure, based on international partnerships, adequate for constructing the LC facility. 7. ITRP Recommendation endorsed by ICFA in August 2004 ICFA has decided on superconducting technology for the future linear collider (LC), by endorsing the resolution of the ITRP. The ITRP report emphasizes the importance of world-wide unified approach as a single team to design the international linear collider (ILC). -> Creation of GDE by ICFA/ILCSC

8. Summary of ILCSC meetings in Snowmass （ 05/08/23) and Daegu (05/09/27) ILCSC reconfirms that it is the only oversight body of GDE. The regional committees provide input to ILCSC and have no oversight role. ILCSC is going to set up Machine Advisory Committee by the end of 2005. MAC will report to ILCSC and give advice to GDE. MAC members should be selected by their expertise. It will have the first meeting early 2006.

9. ILC MAC 1. As one of the ILCSC oversight activities of GDE, MAC (Machine Advisory Committee) will be formed. 2. MAC will review the GDE activities with respect to accelerators and report to ILCSC, and, at the same time, give advice to GDE director. 3. MAC will review BCD as soon as the document is released, and then 、 review the activities of GDE at appropriate time until RDR is finalized. MAC will have its meetings 2-3 times per year. 4. Number of MAC members is 10-12, and members shall be selected mostly on the basis of their expertise and not on the basis of regional balance. 5. In February ILCSC has selected Ferdi Willeke of DESY as Chair and the members of MAC will be fixed in a few days. 6. The first MAC meeting will be held on April 6 and 7 at FNAL. :

11. Summary of ILCSC meetings in Snowmass and Daegu (cont) ILCSC will have a close consultative relationship with the FALC (Funding Agencies for Linear Collider) groups. ILCSC proposes that ICFA Chair and ILCSC Chair be invited to FALC meetings, and ILCSC Chair to FALC RG meetings. (FALC proposed that FALC- RG Chair be invited to ILCSC meetings and FLAC Chair to ICFA meetings). GDE will keep the FALC group well informed.

12. ILCSC and Its Next Step ILCSC will continue to oversee GDE until GDE gets organized under a federation of worldwide government agencies. At that time ICFA and ILCSC will step aside. To devise and realize a proper scheme for this federation of worldwide government agencies is one of the most important issues of ILC and ILCSC should collaborate with FALC. The delay should be minimized. Coming years are crucial years for ILC, since to realize above-mentioned transition needs a lot of work, cooperation, and wisdom.

A few Words from ILCSC Chair I highly appreciate the great efforts of Maury as Chair of ILCSC and the ILCSC itself, its sub-committees, and ICFA, to establish GDE as a single team to design ILC on the basis of the world-wide unified approach. We should not slow down the present momentum towards the realization of ILC. It is very important to collaborate with FALC and FALC-RG to prepare for a good international management of ILC.
