2 Fugitive Dust Project Phase One The WRAP Emissions Forum contracted with a team of contractors lead by ENVIRON to produce regional PM 10 and PM 2.5 emissions inventories for wind blown dust from vacant lands by employing an empirical methodology. These inventories are required by §309 of the Regional Haze Rule and will be used in air quality models as the basis for tracking progress in achieving the visibility goals under this rule. 3 Fugitive Dust Project Phase One The original project, “Determining Fugitive Dust Emissions from Wind Erosion”, had two goals: The original project, “Determining Fugitive Dust Emissions from Wind Erosion”, had two goals: 1. to develop a general methodology, i.e., “The MacDougall Method”, and program code for estimating fugitive dust emissions from wind erosion; and, 2. to develop a PM2.5 and PM10 emissions inventories for the WRAP region modeling domain for 1996. 5 Fugitive Dust Project Phase Two This project will result in updated EIs for PM 10 and PM 2.5 for the WESTERN REGION. 6 Fugitive Dust Project Phase Two The goal of the project is to improve upon the original project, “Determining Fugitive Dust Emissions from Wind Erosion” (AKA, “The MacDougall Method”), and to produce revised PM 10 and PM 2.5 emission inventories for fugitive dust from wind erosion of vacant land based on wind tunnel studies.

7 Fugitive Dust Project Phase Two – Study Area The geographic area for this project is the WESTERN REGION, which is identical to phase one.

8 Fugitive Dust Project Phase Two – Refinement Specifications Apply calendar year 2002 meteorological hour-by-hour data at 12km X 12km resolution. 9 Fugitive Dust Project Phase Two Specific objectives include the following: 1. To demonstrate the “Empirical Method for Determining Fugitive Dust Emissions from Wind Erosion of Vacant Land”. 2. Ensure that the PM 10 and PM 2.5 emission inventories are developed using hour-by-hour meteorological data at 12km X 12km resolution for the WESTERN REGION. 3. Ensure that the PM 10 and PM 2.5 emission inventories are developed using a more current land-use dataset at 12km X 12km resolution for the WESTERN REGION. (Continued)
