4 Factors To Consider Capacity and design of school sites Enrollment changes at a particular site or area of the District Future housing development Traffic patterns Student safety ( i.e., Safe Routes to School ) Neighborhood identity

5 Neighborhood Schools Maintaining the sense of a neighborhood community for the LCMSD – Walking / biking distances Elementary school students – 1.35 mi walking / 2.5 mi biking* – Distances to be adjusted as needed in consideration of Barriers and Topography * Source: National Center for Safe Routes to School

6 Options for LCMSD Open enrollment – Lottery or first come first serve for everyone Neighborhood boundaries – Lottery or first come first serve for those outside the neighborhood Hard boundaries with open enrollment for available seats – Lottery or first come first serve for available seats Special circumstances – Grandfathering – Sibling rule

7 Attendance Parameter Suggestions (Preliminary) Hard boundary – with option to opt-in if preferred school is not filled – e.g. NE to new school/SW to Cummins boundary First: Grandfathering; sibling rule for out of boundary Second: Lottery or first come first serve Soft boundary/neighborhood boundary (current preferred system) – Step 1 -- Neighborhood – Step 2 -- Grandfathering; sibling rule – Step 3 -- Lottery or first come first serve

8 Summary District is on the right track in terms of options – Based on size, geographic and demographic challenges Soft boundary or neighborhood school concept is sound “Best System" decision determined based on District planning needs developed to serve student population as a whole – THERE MAY BE NO “SILVER BULLET” OPTION SFC to further analyze data and community input for any additional alternatives
