9 Background Prior to 1999 paper submission and peer review were done via hardcopy. At IMS 2000 (Boston) authors were given the option to electronically submit papers via a program written by Jeff Pond (an MTT-S volunteer and current AdCom member) Jeff’s program was used for IMS 2001 (Phoenix) and will be used for IMS 2002 (Seattle). At IMS 2001 a second program was written to handle peer review and accept/reject automation. This “post-processor” was written by Robert Shaver (an MTT-S volunteer). This process has worked well and the two MTT-S volunteers are to be commended. However, this task has grown too large (and is too important) to be a volunteer effort as evidenced by the following: Jeff Pond has expressed concern that he cannot meet the time commitments imposed by this activity. Robert Shaver has proposed to continue his efforts under a contractual basis. Therefore, IMS2003 has sought proposals from qualified vendors to support the electronic submission and peer review.

11 SOW Creation and Vendor Selection The Electronic Submission Subcommittee generated a SOW for electronic submission and peer review. Jeff Pond was invited to participate in the generation and review of this document – no response was obtained. The SOW was issued on 8/17/01 to: Mira Digital Publishing ScholarOne Proposals were received from both companies in early September 2001.
