2 The current position is that every country has its own standards for Pest Management and each government takes a different approach to certification and legislation National Standards for Pest Management Service have already been established in France, Germany, Spain & Malta

3 EU Directives increasingly impact our industry Products Directive The Service Directive The future impact of the Sustainable Use Directive The Food Industry has strongly moved to adopt its own standards such as BRC, IFS or AIB.

4 CEPA had been discussion for some time of the necessity to unify the industry under a common Pest Management standard CEPA worked together to develop a common standards document: The “Roma Protocol” (2008). General Assembly of CEPA in 2009 adopted the proposal to seek to develop a common standard for Pest Management Service through collaboration with CEN CEN established the project committee: TC 404 in December 2010 FAST PROGRESS!!

5 CEN TC 404 Services provided by pest management service companies - Requirements and Basic Competences SCOPE The standard will specify the requirements and basic competences to reach a professional operation level of the services provided by pest management service companies, to meet the needs of private companies, public authorities and consumers

6 CEN TC 404 Services provided by pest management service companies Requirements and Basic Competences AIM To achieve a common minimum standard of professionalism at a European level for Pest Management Professionals, based on competence and knowledge.

7 First Meeting December 2010 26 Delegates from 10 Countries

8 FIRST MEETING Establish the operating rules and formally establish TC404 Understand the operating process, timescale and output Receive initial presentations from national standards bodies Receive petitioning presentations from interested stakeholders (EUROGROUP FOR ANIMALS) Establish the key work streams -

9 WORK STREAMS & LEADERS Terminology – Rainer Gsell (DIN - Germany) (Now includes Scope and Field) Requirements (and Recommendations) – Maurizio De Magistris (UNI – Italy) Competences – Peter Withall (BSi - UK) (Now Merged)

10 SECOND MEETING (MAY 2011) Review the initial activity from the three work groups Outcomes: Terminology to define the field of operation: What will the standard not cover as much as what it will cover. Requirements and Competences merged Further developments defined – National Mirror Groups to discuss and feedback

11 A possible process… Define Professionalism Establish criteria for ‘proving’ professionalism Let the value be established in the market place. Encourage incorporation of standard into law.

14 Reviewed progress from the two groups Ensure feedback was received from the National Mirror Groups Consolidate the thinking to date Small Group Work: Initial thinking around “How do Should the Standard be Validated” How to make the standard work and be valuable to everyone in our industry.

15 NEXT STEPS Agreed a work plan, through the Workgroups, to bring a first draft to the FOURTH MEETING in April 2012 (BSi – London) Proposal for the FIFTH MEETING in Cyprus – September 2012 (Agree a Proposal for submission to open review) Standard Proposed for Publication March 2013 Standard Operating September 2013 (Less than 3 years)

16 CONCLUSIONS We are making excellent progress and beating the CEN target of 2 meetings each year: 3 inside 12 months and 4 within 18 months. There is a surprising and welcome level of congruent thinking We are on plan, if not ahead of plan, to deliver a standard by 2013 There is still insufficient positive communication ithin the industry on the value of a European Standard. Stimulating debate and awareness is important.
