6 United States Coast Guard Vessel Removal Checklist Identify vessel owner or establish abandonment. Actual or substantial threat of discharge determination. Notify vessel owner in writing of intent to remove. Public notification if owner cannot be contacted. Obtain NPFC approval for use of the OSLTF. Obtain SHPO approval if vessel over 50 years old. Obtain SNO from flag state if foreign flagged. Apply for an ocean dumping permit if applicable. Complete a Vessel Removal Package. Obtain removal authorization from Commandant. Execute operation.
