10 10 Rationale: selection of KPAs An appropriate and aligned organizational structure is require to ensure that the department has the right capacity to deliver An monitoring and evaluation system is required to monitor the execution of the programmes and projects and facilitate reporting obligations

11 11 Rationale: selection of KPAs As a water scare country the understanding and involvement of the public and stakeholders in water related activities will contribute towards the protection and conservation of water resources Women empowerment will contribute towards the realization of gender equality goals as contained in the National Policy on Gender equality
