 Storm Water Pollution Prevention Plan (SWPPP)  All dischargers over 1-acre must develop a SWPPP  6 major portions of every SWPPP Site Evaluation and Design Development Assessment Control Selection and Plan Design Certification & Notification Construction/implementation Final Stabilization Understanding SWPPPs

 Storm Water Pollution Prevention Plan (SWPPP)  CERTIFICATION Written statement – “I certify under a penalty of law…” Signed by the “operator” An “authorized representative” not necessarily the owner  Notice of Intent (NOI) Must be submitted 7 days prior to starting construction SWPPP must be completed prior to issuing the NOI  DYNAMIC Must be a living document…  NOTIFICATION Must be posted ON-SITE (notice at entrance stating where it is) If no location on-site then a notice must be posted where it is Understanding SWPPPs

 Storm Water Pollution Prevention Plan (SWPPP)  Minimum Requirements Identify site operators Function of the project Sequence and timing Total disturbed area General location map Site map Discharges from related industrial activity (dedicated AC plants, PCC batch plants…) Interim and permanent stabilization activities Records Description of practices to divert flows, retain flows… Understanding SWPPPs

 Storm Water Pollution Prevention Plan (SWPPP)  Minimum Requirements (continued) Inspection schedule Post-construction management  AMENDMENTS With-in 7 days of change that has significant effect Must be amended if discharges caused water quality exceedance or if BMPs ineffective Understanding SWPPPs

 SWPPP  The plan must be site specific Includes site location map Includes the erosion control plan Address the site discharge locations Identifies receiving waters…  The plan must be dynamic Site inspection reports Amendments Rain reports Spill response items Includes the BMP wall map (erosion control plan) Understanding SWPPPs

 SWPPP  The plan must be certified The plan is a contract EPA requirements State requirements “I certify under penalty of law (that I will implement this plan…)” The plan must be signed and dated by authorized individuals  The plan identifies the person responsible for implementing the plan Operator – The individual who has operational controls, financial control or ownership on a site Understanding SWPPPs

 SWPPP  Notice of Intent Understanding SWPPPs

 SWPPP  The erosion control plan is part of the SWPPP Understanding SWPPPs

 SWPPP  Soils The plan addresses the soil types anticipated Understanding SWPPPs

 SWPPP  Runoff coefficient and water quality Preconstruction/predevelopment runoff Pre and post construction should be equal California requires that post development runoff be equal to 85% of original existing conditions.  Receiving waters Identifies the where the waters will end up Identifies if these waters are 303(d) listed Could add additional requirements of the project Understanding SWPPPs

 SWPPP  Environmental assessment Addresses the potential threats to threatened and endangered species Identifies if there is an historic aspect to the site Understanding SWPPPs

 SWPPP  Pollutants of concern Sediment Turbidity Hydrocarbons or petroleum products Biological Metals pH Nutrients Solid waste Temperature Hazardous waste and toxic waste Trash Construction materials handling organics Understanding SWPPPs

 SWPPP  Identifies BMPs Site planning and management Erosion control Sediment control Runoff control Good housekeeping and materials management Post construction BMPs Relative BMP placement  Amendments VERY important to constantly amend the plan Makes the plan achievable Most plans contain many “canned” documents and statements Many construction activities will violate the SWPPP and must be amended Understanding SWPPPs

 SWPPP  Monitoring and Sampling Requirements Many sites have sampling requirements Be certain that you are sampling for all required pollutants!  Spill prevention and controls The project’s spill prevention controls and countermeasures program must be included in the SWPPP  Notice of Termination 100% of all work on the project must be complete. Includes all building improvements Achieve final stabilization - 70% vegetation ESTABLISHED Transfer coverage to another authorized party (the owner sells the property) Understanding SWPPPs
