GIS Visualization through Wisconsin’s Public Health Information Network David W. Pluymers, EH Capacity Building Coord. DHFS, DPH, Bureau of Environmental Health Jennifer Hansen, GIS Analyst & Training Assoc. UW-Madison, Land Information and Computer Graphics Facility

Wisconsin’s PHIN Public Health Information Network (PHIN) Originally, Health Alert Network (HAN) for Health Alerts Bioterrorism Funding - Dual Use National Electronic Disease Surveillance System (NEDSS) Integrated Public Health System

Wisconsin’s PHIN PHIN Security, Integrated Data Repository Analysis/Visualization (GIS) Directory Management Surveillance, Monitoring & Tracking Communications & Alerting HANNEDSS

Health Alert Network

PHIN GIS Workgroups PHIN GIS Workgroup & PHIN GIS Geocoding Subgroup Group Members: DHFS-DPH, DHFS-DHCF, LPHDs, DOA’ DET/OLIS, WDNR, DHFS BIS, UW- DoIT, UW-LICGF, WPHDSC, ESRI

PHIN GIS Workgroup Project: Business Requirements to PHIN Developers Audience: GIS Viewers, Users, Doers Base Layers: Infrastructure & Programmatic Operational Functionality: ARC IMS

PHIN GIS Workgroup Challenges: Public Healthvs. Info. Tech. “Wants/Needs” “Business Requirements” Creating Wheels State Leadership? No Standards Public Health Vision Prototype/Pilot Security/Privacy LICGF

Internet Map Server and LICGF No GIS Capacity at UW DoIT Subcontract w/ UW’s Land Information and Computer Graphics Facility (LICGF) Project Scope = Create a Prototype Demonstrate Feasibility/Provide a Deliverable (“Starting Point”) WNV Data

NEDSS GIS Requirements From the CDC…. Privacy, Confidentiality & Security Geocoding Spatial Analysis Visualization Technical Standards Creating Maps/Data Export NEDSS Base System & GIS Architecture

A PHIN GIS Platform PHIN GIS Features/Functionality: Data Input Geocoding Data Visualization Geospatial Analysis Integration with NEDSS & SAS Tools

Deliverables to DoIT Geodata Entry Report –Completed Geospatial Analysis Tools (Web-based) –Completed Geospatial Data Visualization –In progress

Goal of site Prototype to demonstrate capabilities of web mapping to a non-GIS audience –Identifying features –Querying features –Finding features Not intended for definitive analysis of West Nile data

Specifications Windows 2000 Server Oracle 9i ArcSDE 8.3 ArcIMS 4.1 –Customized HTML viewer

Lessons learned There is a need for Statewide coordination for the implementation of a geocoding system –Rural vs Urban Areas Data returned is only as good as data entered –Database needs to be structured to accept GIS parameters Street Address GPS Coordinates PLSS reference –Correct data entry procedures need to be followed to obtain accurate results
