3 Historical Facts found from the Korean e-Government Scope of e-Government depended on Information Technology of the time. Contents of e-Government generated Citizens’ Needs on the next generation e-Government. New needs triggered IT innovations. Punched Card System -> batch processing jobs. On-line Real Time Processing; remote service via government computer network. Wide Use of Internet: connection of government computer network and private Internet users. G4C Digital Conversion; Data, Network, Device: App-based diverse mobile service. Contents of e-Government changed the government administrative paradigm. 3

4 Information Technology of the Future e-Government SNS ** SMS ** Cloud Computing Super Computing Big Data Analytics 3D Printing Web 2.0 paradigm, that is, Participation, Open, and Sharing. 4

5 Social Network Service: Twitter, Facebook, YouTube SNS is… Changing Network: From Computer Network to Human Network. to realize ‘Clonism’ in the next generation government. Definition of Clonism: ‘any part (elements) of a system contains all information of other parts of the system, and the whole had all information of each and every parts’. Any one person’s pains or happiness become pains or happiness of all human beings on the Earth. This is the third system philosophy that I claim. The Methodological Individualism and the Holism are the two philosophies. 5

6 Implications of SNS on future e-Government SNS is changing paradigm of e-government Participatory, open, and sharing government. SMS is affecting on Citizens’ Needs on the next e-Government: Citizens’ need changes from Standardized Government Service to Individually Customized Service. Citizens’ need changes from Uniform Service to Diverse Service. SNS affects on government policy making process. Policy focus changes from “silent majority to ‘noisy few’”. ‘Smart Government’ should accommodate the changes. 6

7 Smart Government: Future e-Government Responsive Government: - Individually customized service. - Diverse service. Participatory Government: - Open and Transparent Government. Intelligent Government: - Prepare in advance: Early Warning System - Not repeat the same mistakes. - Problem-solving capability. 7

8 Prosumer (=producer + consumer) Approach: Users develop their own Apps for receiving services. Citizen-centered development Approach: Users… Role of Government: Government Opens Public Database to People. Government guarantees Easy Communication to/from Citizens is essential via Platform: Platform Government. Wide Use of Big Data and Super Computer in government policy making. How to Build the Smart Government? 8

9 Negative Aspects of SNS. Reluctance of Data Sharing among government organizations. Wide Citizen Participation with Poor Governance may lead to Group Stupidity rather than Group Intelligence. Past Experience: Automation may result in ‘Growth without Employment’. We can overcome the bottlenecks with the strong leadership from the top decision makers including president. Anticipated Bottlenecks 9

10 Smart Government is Inevitable and Necessary Stage in e-Government Evolution Process. Chance of developing-countries becoming winners is here. Competition just began :All are in starting line now. If you do not participate in preparation of the next generation smart government, you will be loser. Gerschenkron’s Hypothesis can be applied in Smart Government. Late-comers would become forerunners if they prepare the new technology in advance. Implication of Smart Government for Developing Nations 10

11 Next e-government is smart government. Human-centered government of warm hearts will be realized in smart government. In the world of Clonism, smart government is the solution for building better world. Conclusion 11
