10 HRM Strategy HRM has a responsibility to be a proactive, integral component of management and the strategic planning process. HRM strategy is the pattern or plan that integrates the major objectives, policies and procedures of the organisation into a cohesive whole. A well—formulated HRM strategy helps aggregate and allocate a firm’s resources in light of the firm’s strengths and weaknesses, changes in the environment, and actions of competitors.
