5 UWWTD QAQC process QAQC process for the xml file exported from the web tool MS Internal QAQC Data compilation into the MS excel templates/xml Internal data checks WEB tool QAQC QAQC during data import QAQC-“Data check“ –additional rules, historigraphy, spatial data consistency Additional QAQC –ETC ICM Review of the datasets GIS analysis (discharge points), coordinates CDR QAQC Automatic QAQC Confirmation letter Pos submission QAQC Specific QAQC during compliance check Event/ date: UWWTD workshop, 26.03.13, Brussels Author: Petra Ronen, Anita Künitzer

6 Data QAQC, typical errors (1) Complete link from agglomeration – UWWTP/Collecting system without treatment – discharge point – receiving area, including the complete info on the wastewater pathways for total generated load (100%). Historiography- missing agglos/plants as compared to earlier data requests Missing monitoring data without explanation provided Only highest treatment type reported ID s of water bodies not consistent with WFD water bodies Missing links to big cities, missing links SA-CSA Incorrect codes for NUTS Numerous topology errors in spatial datasets (namely SA rivers, SA lakes, etc.) Event/ date: UWWTD workshop, 26.03.13, Brussels Author: Petra Ronen, Anita Künitzer

7 Data QAQC, typical errors (2) Errors that were not expected (any more) yet appeared ……. Duplicities Incorrect format of Codes of plants and agglomerations, without MS prefix Missing records (e.g. RCA date of designation, designation criteria) especially in case this data had been reported under previous data requests Discharge points linked to non-existing RCA Missing coordinates, missing generated load (completely) Percentage values (representing shares of total generated load) higher than 100% Event/ date: UWWTD workshop, 26.03.13, Brussels Author: Petra Ronen, Anita Künitzer

8 Recommendations for the upcoming data request On data compilation and quality –The SQL scripts applied during the QAQC proces are available and can be used prior the data submission (for internal data check)SQL scripts –Use „remark“ field to explain cause of missing data –In case of re-coding of agglomerations, plants, maintain a change list –QA issues identified in voluntarily reported data should be reviewed and amended (as they are used in the products derived from the UWWTD Waterbase, –If reporting „changes hands“ make sure that the knowledge/experience is passed on –The dataset quality should not deterioriate (significantly) since previous reporting (i.e.start 9th dataset compilation by looking at teh 8th data submission) On the use of CDR –Use the CDR as the final point of data submission –Any further update must be uploaded in the CDR –The QAQC proces in the CDR should be completed –Data envelope should be finalized –Confirmation letter to be saved by the reporter Event/ date: UWWTD workshop, 26.03.13, Brussels Author: Petra Ronen, Anita Künitzer

16 Reference layer Update of the reference layer based on 2013 data The following MS submitted updated spatial data: BG, CY, ES, FR, HR, IE, IT, SI, UK ETC ICM carried out the quality assurance of the shape files and attributes and checked the consistency with the tabular data on receiving areas. After the topology check ETC ICM performed a cleaning of the compiled layer of the catchments. The final (cleaned) version was sent to the reporters and approved. 19 19 Emission intensity of domestic sector in Europe (WREI 002) Specific policy question: Is nutrient emission intensity of domestic sector decreasing? Event/ date: UWWTD Committee Meeting, 10.10.13, Brussels Author: Petra Ronen, Anita Künitzer

20 Lessons learned (1) Discrepancy between datasets in the web tool and in the CDR –Proposed way forward: CDR is the only entry point for data submission (e.g.data sent by e-mail will not be considered as delivered). –UWWTD web tool will not be used in the 9th data request, QAQC rules will be implemented in the CDR instead (and used mandatory by reporters) QAQC proces in the CDR was not (always) utilized and completed –Proposed way forward : Extended QAQC rules will be implemented in the CDR (and used mandatory by reporters) Lengthy data amendment resulting in numerous re-submissions of (still erroneous) dataset –Proposed way forward : (more complex) data amendment will be described in detail (by the Reporter) and description provided to the helpdesk

21 Lessons learned (2) Some information/data retrieved from the UWWTD DB for the purposes of compliance check was ambiguous (e.g.reported monitoring data for N and P pass, while N and P treatment not installed)ambiguous −Proposed way forward : relevant additional QA rules will be developer and applied to avoid ambiguity Harmonization of spatial data (receiving areas) for the reference layer was resource demanding, due to high level of diversity of reported data −Proposed way forward : revision of the QAQC guidance on reporting spatial data under UWWTD with an ephasis on incorporating INSPIRE data provision requirements

22 Lessons learned (3) Some MS modified their data (e.g.changes in agglomeration size, types of treatment, etc.) after the complaince assessment, which required extra resources on the helpdesk activites. –Proposed way forward : more attention should be given to internal data check (to be done by the MS) prior the data submission.

23 Tentative roadmap for the 9th reporting exercise Data request preparation (April-October 2015) –Modification of data model –Review of the QAQC proces, additional scripts –CDR QA process review and improvement –CDR testing (MS involvement welcome) –CDR QA process finalization –Update of UWWTD reporting documents, update of ROD Data request launch (December 2015) Data submission (December 2015-June 2016) Provision of helpdesk support (December 2015-June 2016) Event/ date: UWWTD workshop, 26.03.13, Brussels Author: Petra Ronen, Anita Künitzer
