This project has received funding from the European Union’s Seventh Framework Programme for research, technological development and demonstration under grant agreement no [609531] Work package summary of progress towards objectives WP 1 started with the creation of a list of stakeholders in the societal challenge of “secure, clean and efficient energy” in the six countries of Eastern Partnership (EaP): Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine (Task 1.1). This task has been successfully completed and is now even enlarged in the context of the cluster activities in WP7. At the same time, the development of a questionnaire has been started and could even be finished before the submission of the stakeholder list. The questionnaire tries to identify concrete opportunities as well as potential bottlenecks related to cooperation and knowledge transfer between public research and industry in the societal challenge mentioned above. Based upon this questionnaire, the survey among the technology transfer stakeholders identified in Task 1.1 has already been started. Stakeholders have been contacted by e-mail, phone or directly (Task 1.2) and the listed is continuously been updated in Emdesk. Finally, the development of a best practices methodology has also already been started, making use of the first impressions of the survey (Task 1.3). Yet, this task is only at its very beginning.

This project has received funding from the European Union’s Seventh Framework Programme for research, technological development and demonstration under grant agreement no [609531] Progress of work Objectives: Development of a stakeholder list in the societal challenge of secure, clean and efficient energy in the six EaP countries until M04. In the aftermath, the listing should be used for identifying the training participants in WP3. Results: Stakeholder list could be developed and hits almost all target values - but only with considerable delay. The task leader of Task 1.1, RCTT, has started working on the stakeholder already in October 2013. In order to meet the minimum target values determined by the trainings in WP3, responsibilities have been distributed between partners. In this respect, ICARTI from Georgia was responsible for the identification of stakeholders from Armenia and Azerbaijan and NIP Ukraine for the stakeholders from Moldova. Thereby, the partners could identify enough stakeholders in general. In total, the partners have identified 88 Researchers, 115 Multiplicators, and 171 SMEs. The results achieved are shown in the table below:

First of all, it was very difficult to hit the target values for Georgia as the country has a relatively low number of inhabitants (about 4.5 million) compared to Belarus (about 9.5 million) and Ukraine (about 45.6 million). Therefore numerous contacts had to be activated in order to find persons/organizations suitable for the stakeholder list. Secondly, it has been difficult to harmonize different working styles in this first task. The partners' expectations of the work had to be discussed and working standards had to be established.

This project has received funding from the European Union’s Seventh Framework Programme for research, technological development and demonstration under grant agreement no [609531] Progress of work Objective: The overall objective of deliverable 1.3 was to conduct a survey among stakeholders in order to identify opportunities and bottlenecks regarding cooperation and knowledge transfer between public research and industry in the societal challenge of secure, clean and efficient energy in the six countries of EaP. It is planned to interview at least 200 stakeholders in these countries until end of March 2014. Results: The survey has been started on 10 February 2014. SEZ has delivered the necessary questionnaire in both Russian and English language. This questionnaire has been distributed to the responsible partners: RCTT supported by BSATU for Belarus. NIP Ukraine supported by NTUU KPI and PEWI for Ukraine and Moldova. ICARTI supported by GTU for Georgia, Armenia and Azerbaijan. The questionnaire has to be filled in online, via surveymonkey. The outcomes of the task and main points of the methodology were presented during the kick off meeting. IPA has developed a draft structure of the methodology, including table of contents, main references et cetera. Afterwards, IPA has sent it in January – March 2014 to the partners asking for feedback. IPA has responded to the feedback formulated by the partners and integrated the first inputs (above all from Belarus). Some chapters of the methodology were already started to be developed. Deviations: IPA has also tried to collect ideas and structure its document before survey had started.
