Technology Outreach Centers Congressional Legislation National DefenseAuthorization Act for FY 2003 – Sec.1401 –“The Secretary of Defense shall designate a senior official of the Department of Defense to coordinate all Department of Defense efforts to identify, evaluate, deploy, and transfer to Federal, State, and local first responders technology items and equipment in support of homeland security.” National Defense Authorization Act for FY 2004 – Sec. 803 –“The Administrator of Federal Procurement Policy shall establish a program under which States and units of local government may procure through contracts entered into by the Department of Defense of the Department of Homeland Security anti-terrorism technologies and anti-terrorism services for the purpose of preventing, detecting, identifying, deterring, or recovering from acts of terrorism.” National Defense Authorization Act for FY 2007 – Sec. 941 –The Secretary of Defense shall develop a policy, to be applicable throughout the Department of Defense, on research, development, test and evaluation, procurement, and operation of unmanned systems.

4. Technology Outreach Centers Mission Statement The Technology Outreach Centers are dedicated to the support of the DoD, First Responders, Academia and Industry in research, development, test, evaluation, procurement, integration and operation of unmanned systems, equipment, technologies and services for the purpose of preventing, detecting, identifying, deterring, or recovering from acts of terrorism in support of homeland security. The Technology Outreach Centers will provide these services along with training and support to Federal, State, and Local First Responders.

Hawaii/Pacific Region Facilities Barbers Point, Oahu, HI –Leverages existing DoD facilities –Multiple Facilities available –Launch effort at Kaneohe Bay MEC –Use near by Bellows for UAV and combined testing and training –Community support very high –University of Hawaii ready to support technical mission through facilities and UARC

Texas A&M University Texas Engineering Extension Service Texas A&M University, TX –Disaster City provides proper back drop for common training development –Exposure to over 240,000 first responders per year –TEEX team also responds to urban search and rescue throughout Texas and the US –Excellent training development site complementing operations model developed at other site(s)

Technology Outreach Centers Life Cycle Support Center Windber, PA –Target site for Robotic Repairs exceeding local capability, and preceding return to manufacturer actions –Provides manufacturing capacity for emerging technologies critical to DoD and Homeland Security operations –Large trained work force in place –Extensive knowledge of robotics design, manufacture and repair –Currently supporting 3 robotic platforms –Contracts in place to support operations

Technology Out Reach Center Requirements Facilities –Each location can provide low cost rent and operating costs –Basic Infrastructure will need to be installed Computers, Phones, and Basic Office Equipment Personnel –Initial staffing requirement – full time staff per site.
