1 Objectives of the Chapter To encourage the integration of recipients of allowances into the labor market To make the most of their earning capacity By assigning them a part in the responsibility In order to facilitate their transition from dependence on allowances to economic and social independence

2 Job Centers Will operate in a region that the Government shall prescribe Up to four centers More than four centers would be possible with the approval of the Knesset Finance Committee

3 Job Centers Will be placed under the supervision of the Minister of Trade, Commerce and Labor, and subject to inspection by the State Comptroller Will be operated by non-governmental corporations

4 Participants Any resident of a region in which a Job Center is operating, who is claiming an allowance under The Assurance of Income Law, 5741-1980 The aforesaid shall not apply to such resident who is employed or undergoing training in a rehabilitation framework

5 Case Managers Employees of the corporation that operates the Job Center Should have such qualifications as the Government shall determine Their appointment as a case manager should be approved by the Minister of Trade, Commerce and Labor

6 Case Manager Will solely and independently determine whether the participant in the program has performed the personal program set for him for any given month Such determination would be a condition for entitlement to an allowance from the NII

7 Personal Program for a Participant A participant who is not in employment or is working in low income employment, shall be referred to such employment as is compatible with his state of health and physical fitness Had the participant not been referred to employment as aforesaid, he shall participate in a personal program The Case Manager should propose the personal program in consultation with the participant

8 Personal Program - Contents Personal Program may include: Community service Training for employment Advanced study Professional retraining Occupational therapy Completion of education Any other action to search for employment or to enhance the participant’s earnings capacity

9 Personal Program - Length of Time 30 to 40 hours per week, including time of work (if the participant has a part time job) May be reduced - in rare cases - to under 30 hours per week, but in no way under 15 hours per week (if the Job Center believes it is unavoidable in the case of a specific participant, and the Minister of Trade, Commerce and Labor has approved it)

10 Community Service Service that is not employment, the purpose of which is to accustom a participant to the employment habit Should not exceed the period of four months for any participant The participant in the service should be helping the employees at the place of performance of the service, and shouldn’t replace them

11 Objection and Appeal A decision or determination of a case manager may be subject to appeal against it to an appeal committee An appeal committee shall consist of three, with at least two of them public servants An appeal as aforesaid shall be lodged within ten days, unless the case manager had agreed to extend that period An appeal from a decision of an appeal committee shall lie with the Labor Court

12 Temporary Provision Chapter 7 shall remain in force until the expiration of three years from the commencement date, in which the first Job Center started to operate
