4 Page - 4 Update on MyFloridaMarketPlace Performance  Background:  Week of May 10 th : Observed performance degradation- have been working diligently since then to isolate the issue  Escalated to Ariba, SUN, and Oracle for investigation into potential software / hardware / configuration issues  Pulled in a network of experts to assist with problem isolation  Continued monitoring, testing activities, and research into potential causes of the problem  Current Status:  Project team isolated the point at which the performance problems began. In order to allow for isolation of the issue, the application was recovered to the state that it was in on May 3 rd. This code was taken out of Production over the weekend, and the team conducted significant testing and monitoring. Specific code removed included:  Statistical Sampling (currently used by DMS and DFS)  Duplicate Invoice Number Validation  Code related to mixed status transactions (caused when FLAIR goes down)  Rounding for split accounting on odd amounts  Monitoring and testing activities indicate return to normal operations  User feedback confirms the stabilization in performance level

5 Page - 5 Update on MyFloridaMarketPlace Performance  Next Steps:  Investigate the code and configuration changes that appear to have caused the issue, and migrate each component back into the system once it is refined  Continue to monitor system activity to document trends in user performance levels  Continue to reach out to users to understand status of system performance from user perspective

7 Page - 7 Update on 5.2 Release  The 5.2 release is currently on hold. Current performance monitoring and testing activities will continue to be the focus.  The MyFloridaMarketPlace team will provide updates to the Agency Liaisons about timing for incorporating additional functionality, including the 5.2 release modifications.

9 Page - 9 Transaction Fee Dispute Process

10 Page - 10 Transaction Fee Dispute Process Beginning June 1, 2004, vendors may dispute a transaction fee that they were assessed through MyFloridaMarketPlace. The following defines the steps to initiate and resolve a dispute: 1.The vendor will complete the Transaction Fee Dispute Form (PUR 4357) summarizing the transaction fee dispute request including justification. The Transaction Fee Dispute Form will be located on the Billing & Collections system and on the MyFloridaMarketPlace portal at http://marketplace.myflorida.com under ‘Transaction Fee Reporting.’http://marketplace.myflorida.com 2.The vendor will submit the form for consideration via email to the Customer Service Desk at VendorHelp@myfloridamarketplace.com. VendorHelp@myfloridamarketplace.com 3.The Customer Service Desk will review the dispute form and will identify the agency that purchased the goods or services in question and will forward the dispute form to the Agency’s Purchasing Director or designee for review.

11 Page - 11 Transaction Fee Dispute Process 4. The Agency Purchasing Director or designee will respond to the CSD within 72 hours either granting, denying, or requesting additional information regarding the transaction fee dispute request. 5. The Agency Purchasing Director or designee reaches a decision, the updated Transaction Fee Dispute Form will be returned via email to the Customer Service Desk at VendorHelp@myfloridamarketplace.com. 6. The CSD will inform the vendor of the decision and complete any updates to transaction as necessary. 7. If the Agency Purchasing Director is unable to reach a decision regarding a dispute, the Agency Purchasing Director may request assistance from the State Purchasing Director in reaching a decision regarding a transaction fee dispute. 8. If the vendor disagrees with the agency’s decision regarding fee eligibility, the vendor’s dispute will be escalated to the State Purchasing Director for final consideration and ruling.

14 Page - 14 Update on Agency OAT Approach  The project team will continue to schedule sessions for those agencies yet to complete Operational Acceptance Testing (OAT)  Since the 5/11 meeting, we have received confirmation from HSMV, FDLE, and DBPR on preferred OAT dates  Participating in OAT will help to ensure that agency requests are heard and prioritized as soon as possible  Please work with your Project Team Liaison to schedule your OAT date
