2. This is big! How schools are funded in California has changed significantly for most school districts. Districts get funding based on their student population needs. Districts (not the state) make most of the fund allocation decisions. As a basic aid district there have been fewer impacts since local property tax revenue is still higher than what the state would provide.

3. How does the LCAP fit in? The old state model was to provide funding in many categories to ensure that programs were provided to address the needs seen at the state level. The new model is to give districts most of their funding directly as a lump sum and require districts to use data and community involvement to develop a plan for aligning the budget with student needs.

4. What’s in the LCAP? The LCAP needs to start with an understanding of the community context and student population. The state then identifies eight priorities that must be addressed. For most of these priorities the data to be analyzed is identified. Based on the data analysis, goals and strategies are identified. An action plan is developed for implementing the strategies to meet the goals. The district budget must be directly tied to the LCAP findings, goals and strategies

5. What are the 8 priorities? 1. Teacher credentialing/instructional materials 2. Implementing Common Core State Standards 3. Parent involvement 4. Student achievement with an emphasis on subgroup achievement 5. Pupil engagement 6. School climate 7. Course of study and access 8. Pupil outcomes (beyond ELA & math and local)

6. How’s the LCAP developed? 1.Data is collected using state guidelines 2.Input is collected from staff, parents, community members and the Board. 3.State LCAP template released in March 2014. 4.Determine goals and strategies through data analysis and based on state guidelines. Determine funding needed to implement LCAP. 5.Enter data into the state form. 6.Get comments from the LCAP and English Learner parent advisory committees and respond in writing. 7.Inform the public about submitting comments. Respond to comments in writing. 8.Board holds a public hearing on proposed LCAP. 9.Board takes action to approve the LCAP and the District budget. 10.Submit LCAP for county review before July 1, 2014.

7. How’s the LCAP approved? The FUSD Board approves the LCAP and submits it to the Sonoma County Office of Education (SCOE). The LCAP is carefully reviewed to ensure that the plan is complete and that the goals, strategies and action plan are aligned with needs and adequately funded. --------------------------------------------------------------------- There are detailed steps for plans that are not approved.

8. Where’s the accountability? The plan must be developed with local input. The Board must approve the plan. The County Office of Education must approve the plan. There is an action plan with clear steps and measurable targets. The District is annually held accountable for implementing the plan and meeting targets. The plan is updated annually for 3 years and then rewritten in year 4.

9. What are the next steps? Much of the required data and background data has been collected and entered into a draft. Input is being collected through staff, parent and community meetings and through surveys. Former students at EMHS are being interviewed. Findings will be summarized and entered into the state template once it is available. You will be asked to give input on the plan before it is approved by the Board.
