2 Federal Acquisition Service 2 Value to the Customer  Value: e-Buy gives Federal buyers a faster and more efficient solution to their procurement needs by streamlining the RFQ process into one online system.  Example: e-Buy’s paperless system allows buyers to do market research, create RFQs, evaluate and review offers, and award online.  Value: e-Buy maximizes buying power by leveraging the power of the Internet to increase Schedule and GWAC contractor participation to obtain quotations that result in best value purchase decisions.  Example: “The number of quotes received was outstanding, the ability to analyze the quotes was great, and the best part was the ability to award the contract to the vendor selected and advise the non- selectees with just a few mouse clicks.”-Selfridge Military Air Museum

3 Federal Acquisition Service 3 What is e-Buy? e-Buy is an online Request for Quotes (RFQ) tool that allows Federal buyers to obtain quotes and issue orders for products and services offered by sellers on the GSA/VA Multiple Award Schedules (MAS) programs and Governmentwide Acquisition Contracts (GWACs).

5 Federal Acquisition Service 5 Section 803  DoD Contracting Officers, procuring a MAS service task over $100,000, must either:  Issue the notice to as many schedule holders as practicable, consistent with market research appropriate to the circumstances, to reasonably ensure that proposals will be received from at least three (3) sources that offer the required work  -or-  Contact all schedule holders that offer the required work by informing them of the opportunity for award (Use of e-Buy meets this requirement) 
