2 NOAA Research FY’03 Appropriations Experience FY’04 President’s Budget had to assume fully successful FY’03 President’s Budget as its base FY’03 Appropriation not enacted until February 20 th FY’03 Appropriation was a mixed blessing: –Some success with requested increases –Some positive surprises –Some negative surprises

11 Congress enacted a one-time offset to FY’03 funding for several NOAA programs as a result of FY’02 carry-over. This was a one-year- only action and was not intended to be a permanent reduction. 12 NOAA’s National Severe Storms Laboratory will soon be in possession of a Navy SPY-1 Radar, which they will re-engineer to civilian use for weather applications.
