13 Youth Guarantee is… a policy direction a learner-centred system the umbrella of secondary tertiary programmes a guarantee that the system will provide free opportunities to learners up to age 18 to achieve NCEA Level 2

15 Youth Guarantee Success is… Retention in learning at age 19 Progression to further education and work Achievement of NCEA Level 2 by age 19 Equitable system outcomes for Maori, Pasifika and students with special needs Reduction in NEETs (Not in Education, Employment or Training) Well-informed and empowered learners, employers and other key users.

16 Key messages… All pathways are vocational pathways It’s all about partnerships Secondary schools are only one model of the post– compulsory space Vocational pathways are not assessment driven but curriculum driven (not subjects but courses and pathways) “The diverse models will address purpose, relevance and unintentional disengagement of some students.”

25 Big Questions… What if funding followed the student and not the school? What if schools were accountable for courses completed/ qualifications? In your work as a Head Of Department, have you ever seen the destination data for your school? (where students go after they leave HS) How would this impact on planning teaching and learning programmes? How do you measure student engagement?
