2 C O B P 2 NCW Conceptual Framework The Office of Force Transformation and OASD/NI2 are sponsoring research related to Network Centric Warfare. This effort has been supported by RAND and Evidence Based Research (EBR) The goals of the project are to: –Further our understanding of NCW hypotheses –Develop an assessment methodology and metrics for Measuring progress in achieving NCW capabilities Measuring the impact of these capabilities on force/organizational effectiveness Progress to date: –NCW Conceptual Framework –Application to Air to Air example

3 C O B P 3 NCW Conceptual Framework facilitates understanding and measurement of Transformative Practices Key Aspects of NCW Conceptual Framework Builds on the tenets of NCW Is best understood as a generic “process model” Explicitly recognizes the key role of the “social domain” Incorporates important research on “Sensemaking” Identifies key variables important in most workflow processes Identifies potential dependencies among variables For each variable, it identifies and defines Attributes and Metrics Provides a basis for quantitative exploration and/or assessment of –NCW hypotheses –Investment strategies and other DOTML-PF related issues

5 C O B P 5 Agility of C2 Processes and Force Elements Definition: quick and graceful in movement; nimble In a military context: the ability to be effective in changing, nonlinear, uncertain, and unpredictable environments (Goldman, et. al. Agile Competitors and Virtual Organizations, 1995) Agility is a property of both force elements and C2 processes –Force elements cannot be effective without an agile C2 –C2 processes cannot be effective without an agile force –This discussion focuses on agile C2 processes Agility always assumes effectiveness

6 C O B P 6 Agility: Attributes and Definitions Robustness: - the ability to maintain effectiveness across a range of tasks, situations, and conditions Resilience - the ability to recover from or adjust to misfortune, damage, or a destabilizing perturbation in the environment Responsiveness: -the ability to react to a change in the environment in a timely manner Flexibility: - the ability to identify multiple ways to succeed - the capacity to move seamlessly between them Innovativeness: - the ability to do new things - the ability to do old things in new ways Adaptiveness: - the ability to change the work process - the ability to change the organization
