3 www.auvsi.org Where is the UAS Industry Today?  The Global UAS Market totals $6.6 Billion  Primarily driven by military investments and research and development  DoD continues to cut spending, however funding continues for unmanned systems  U.S. Presidential Budget Request for 2013: Total funding requested for procurement, operations and maintenance and RDT&E for DoD UAS:  $6.4 billion in 2013  $15 billion + through 2017 * From recent Teal Group reports

4 www.auvsi.org What is the Future of UAS?  Financially the gap will close between the military/defense market and the civil/commercial market  We will begin to see more civil and commercial applications for UAS  TacoCopter  Medical Supply Drops in Dangerous/Hazardous Environments  Cargo and Freight Transport  Marine Life Surveillance  Tracking Oil Spills  Companies that have traditionally relied on manned platforms/ technologies will have the option to become unmanned  Companies, agencies, organizations that thought they would not be able to afford or need UAS capability will have the technology at their fingertips  Domino’s Pizza or Papa Johns

6 www.auvsi.org The Sky is Really Becoming Our Only Limit…  U.S. FAA Reauthorization Bill passed earlier this year  Included were several UAS provisions and AUVSI has been working with government legislators and regulators to make the 2015 deadline for UAS integration a reality  AUVSI worked closely with Congressional offices and the House Aviation Subcommittee on the UAS language that was ultimately included

7 www.auvsi.org FAA Bill UAS Provisions  Setting a 30 Sept. 2015 deadline for full integration of UAS into the national airspace;  Requiring a comprehensive integration plan within nine months;  Requiring the FAA to create a five-year UAS roadmap (updated annually);  Requiring small UAS (under 55lbs) to be allowed to fly within 27 months (similar to sUAS NPRM timeframe);  Requiring 6 UAS test sites within six months (similar to the language in the already-passed Defense Authorization bill);  Requiring small UAS (under 55lbs) be allowed to fly in the U.S. Arctic, 24- hours-a-day, beyond line-of-sight, at an altitude of at least 2,000 ft, within one year;  Requiring expedited access for public users, such as law enforcement, firefighters, emergency responders;  Allowing first responders to fly very small UAS (4.4lbs or less) within 90 days if they meet certain requirements

8 www.auvsi.org FAA Update – AUVSI Perspective  6 UAS Test Sites FAA released a request for comment on criteria – comments due early May FAA hosted 2 webinars to discuss issues with the test sites Projected timeline and process  Release notice for applications once criteria has been determined  Selection by late 2012  First test site operational early 2013 Funding  Small UAS Notice of Proposed Rulemaking Originally scheduled to be released for public comment in March 2011 Projected “spring/summer” release

9 www.auvsi.org FAA Update – AUVSI Perspective  FAA is extending the COA renewal process from once a year to once every two years  FAA/DOJ/NIJ are working on a law enforcement expedited COA process, which may go into effect THIS year  FAA’s Unmanned Aircraft Program Office recently restructured and is now called the Unmanned Aircraft Systems Integration Office Led by Senior Executive, Jim Williams  AUVSI will continue to update our members via email Action Alerts and on the Advocacy section of the AUVSI website – www.auvsi.org – stay tuned!www.auvsi.org

10 Privacy Concerns with UAS  Since the passage of the FAA Reauthorization Bill, AUVSI has fielded more than 50 media interviews focusing on privacy concerns  AUVSI has met with ACLU and will continue to meet with other concerned stakeholders, such as the Congressional Privacy Caucus and other privacy rights groups  Our message: AUVSI supports the expanded use of unmanned systems, and believes unmanned systems can be used lawfully and responsibly without infringing upon Constitutional rights.  AUVSI believes there is already a robust legal framework to allow UAS to operate without infringing upon Constitutional rights that protect privacy, and that this framework is applicable and sufficient to guide the use of systems operated from the ground  AUVSI’s Unmanned Systems North America – Privacy Panel
