2 Norwegian Public Roads Administration Tolling and EFC Policy in Norway Tolling only for investments in public infrastructure Toll projects are normally co-financed by National Budget Toll revenue contribution in total 30% Local political foundation - acceptance by Parliament Local toll companies for operation and management Tolls are removed when financing is complete (15 years the norm) Legislation for Road Pricing (congestion charging) is ready HGV tolling is not on the current agenda Member of ASECAP through Norvegfinans

3 Norwegian Public Roads Administration The Norwegian EFC Concept NPRA own specifications and equipment Deposit for tag is 24 EURO EFC lanes have free flow, no barriers (capacity 1600 veh/hour) Video enforcement Manual payment service always available (until 2004) Coin machines in high volume plazas Two classes (<3,5 tons allowed total weight) City Rings also pay for PT infrastructure High percentage of tags (50-95%) Limited addional space needed in Plazas Operational cost 7-10% of revenue Plazas shall NOT create queues A demand for full automation
