3 Statement of Purpose  Presents a conceptual prototype model for design of the “Virtual Summer Reading Workshop” online learning course.  The work to be accomplished will attempt to bridge a reading gap of low performing eighth grade students.  The purpose for this project is to reach a targeted goal of successful reading and vocabulary strategies.  Will meet the needs of a summer school language arts class.  The stakeholders involved are school districts, teachers, parents and students.  Will allow students to improve performance, assess skills and abilities that will aid them in their transition into the ninth grade. 38/10/2014DETT 607 - 2014 DEBRA L. 4 Project Objectives and Status  Overall project objectives:  Technical objectives – administered on computer laptops or desktops and the use of a new Learning Management System – MOODLE will be utilized for course management and instruction.  Schedule objectives – course will be implemented into two sections or modules each module lasting for (3) weeks each for a total of a six week online course. Course can be accessed 24 hours per day with synchronous capabilities.  Cost objectives – charge for the online program is $100.00 per student. See “Cost Analysis” slide 10 for detailed annual costs of implementing a new online course.  Special objectives – This course is developed to meet the learning needs of the target audience of eighth graders only but future online reading programs can be implemented for any target group K-12 audience at the request of school district needs and stakeholders.  A context analysis, learning design and storyboard has been completed.  A prototype version of the course has been created on a MOODLE LMS to demonstrate the course concept.  Additional course module creation in progress.  Final course implementation on the MOODLE LMS.  Formative evaluation with test subjects (faculty). 48/10/2014DETT 607 - 2014 DEBRA L. 12 CHALLENGES Technical Issues: Adopting and initiating a brand new Learning Management System (LMS)  Cost and Budget requirements must be met a license must be obtained  Portability of a new LMS depends on navigation structuring and content presentation  Standardization requirement for content modules to be readily interoperable across different systems  Customization is necessary for content organization and presentation  Student Accessibility reports should be included in case the server goes down every incident must be reported 8/10/2014DETT 607 - 2014 DEBRA L. 14 RECOMMENDATIONS Technical  The apparent cost incudes the one time purchase payment or the annual license, server set up and configuration of a new CMS.  Purchase of content packaging specification for easy content transfer across platforms this may be less costly.  Will add JAWS software for disabilities.  Refer to an organization that is established to develop standards with specifications for content developers to refer to in making content modules portable across platforms and systems.  MOODLE LMS will support some degree of customization.  Will use faculty as test subjects.  The ability for students to review quiz information and have feedback accessibility support in the LMS along with server down times will be reported. 15 RECOMMENDATIONS COMPLETION OF COURSE DEVELOPMENT  Look for top-down support from your organization.  Design a needs assessment and develop niche market.  Objectives must fall in line with institutional goals.  Determine resource needs for program and costs.  Get a firm response in writing to maintain institutional support and support from stakeholders.  Develop a plan to implement and provide all the necessary services to students.  Plan up front how to assess courses and the program, results should be communicated to all of the stakeholders, administration, faculty and staff, and the students. 16 SUMMARY  A conceptual prototype version of the course has been demonstrated as a viable project through the Educational Services Corporation marketable to the k-12 educational community as an online language arts summer program.  A course management system has been recommended for the online summer program as the (Moodle) LMS.  The course completion will require a team composition as follows: Instructional designer, subject matter experts, graphic designers, web developer, information technologist, audio and video technologist, program manager liaison for eighth grade middle schools, product development support and marketing and sales manager for Educational Services Corporation.  Recommendations for course completion will include using faculty as test subjects for formative evaluation before roll out of course.  Challenges include cost and budget and making sure product is completed on a timely basis in order to deliver the product to the client no later than May 10 2015, in order to be up and running by summer June 10, 2015 the start of the program.  Resource needs have already been approved and the project can be completed in five months.
