3 Program Background/History  Started at Hatch Elementary as a district magnet program in 1991  Based on 90/10 teaching model  Staffed with certified bilingual teachers  Supported by parents CUSD TWO-WAY SPANISH/ENGLISH IMMERSION PROGRAM - Report to the Governing Board - May 10, 2012

4  Supported by Title VII grant Project ALAS (Wings) 1997 Goals: 1.Implement a school-wide Two-Way Immersion Program as part of a comprehensive initiative to reform, restructure, and upgrade the instructional support services for children who are English Language Learners within the target school 2.Develop and implement a staff development component which will effectively increase the capacity of the project staff to offer a high quality bilingual program for limited English speaking peers 3.To assist limited English proficient students in meeting high academic standards including bilingual proficiency in English and Spanish 4.To develop and implement a family education program designed to provide training and support to increase the involvement of parents in the school-based programs for English Learners Program Background/History CUSD TWO-WAY SPANISH/ENGLISH IMMERSION PROGRAM - Report to the Governing Board - May 10, 2012

6 Program Background/History  Further Supported by second federal grant Project Elevarse (Raise up) 2003 Goals: 1.Expand and coordinate an articulated Two Way Immersion Program K-12, which provides English only and Spanish speaking students the opportunity to become fully bilingual and biliterate 2.Utilize the National/State Foreign Language Standards as the foundation for establishing high academic standards in Spanish language arts 3.Apply the same rigorous standards for academic achievement in English language arts, mathematics, science and social science to participating students 4.Provide opportunities for release time for articulation between K-12 staff to discuss program implementation 5.Provide highly qualified teachers by funding their tuition and fees for classes in Spanish at San Francisco State University 6.Provide opportunities for the staff to attend the annual Two-Way Immersion conference and other relevant staff development opportunities 7.Increase the staff’s ability to utilize technology to support language acquisition 8.Engage parents in their children’s instructional program through parent involvement activities, adult education, and trainings CUSD TWO-WAY SPANISH/ENGLISH IMMERSION PROGRAM - Report to the Governing Board - May 10, 2012
