Wireless Roundup Spectrum Management 2007 NSMA Presented by David Meyer May 22, 2007

Wireless Activity & Topics  Advanced Wireless Services (AWS) Spectrum  Earth Stations on Vessels (ESVs) (IB 02-10)  Part 25/74/101 Coordination Activity  11 GHz Antenna Proceeding  FCC Proceedings Terminated  Other Areas of Interest

AWS Spectrum Auction 66 (AWS-1) completed September 18, 2006, for the Advanced Wireless Services licenses in the 1710-1755 MHz and 2110-2155 MHz bands, raising $13.7 Billion (almost equaling the $14B raised by all previous FCC Auctions). 104 winning bidders won a total of 1,087 licenses. Top 10 Winners – by Total Winning Bid Amounts T-Mobile License LLC$ 4.2 B474M Cellco dba Verizon Wireless$ 2.8 B192M SpectrumCo LLC$ 2.4 B267M MetroPCS AWS, LLC$ 1.4 B146M Cingular AWS, LLC$ 1.3 B199M Cricket License Inc.$ 710 M118M Denali Spectrum License, LLC$ 274 M 58M Barat Wireless, L.P.$ 127 M 42M AWS Wireless Inc.$ 116 M 60M Atlantic Wireless, L.P.$ 75 M 36M

AWS Incumbents - Impact  2110 – 2150 MHz band Approximately 5,700 fixed microwave paths Common Carriers and Private Industry (including state and local governments)  2150 – 2155 MHz band Approximately 150 licensed site-based protected systems of fixed point-to-multipoint applications  1710 – 1755 MHz band Approximately 2,240 frequency assignments used by 12 different Federal Agencies to support fixed microwave, transportable (or temporary fixed) systems, and both land and aeronautical mobile systems 81%Fixed Microwave 13%Temporary Fixed 6%Land/Aeronautical Mobile

AWS Incumbents – Negotiation Process  2110 – 2150 MHz band Follows PCS Process Voluntary Period Eliminated 2-Year Mandatory “Good Faith” Negotiation 3-Years for Public Safety Links (approx 25%)  2150 – 2155 MHz band Relocating to new 2.5 GHZ BRS Band  1710 – 1755 MHz band Commercial Spectrum Enhancement Act (CSEA) NTIA estimates cost at $935.5M for all 96% to be relocated within 4 years

Earth Stations on Vessels (ESVs) – C-Band Co-Primary 6.1 GHz Routes and Ports Coordinated for Different Carriers – along each coast and the Great Lakes – Frequencies limited on coordinations to band edges (5925 – 5929, 6421 - 6425 MHz) for most – Other coordinations using exclusion zones and variable frequencies – FCC now requesting comments on allowing 11/12/14 GHz Operation on non-interference basis on Land Based Vehicles

11 GHz Antenna Proceeding WT Docket 07-54, RM-11043 FiberTower petition to allow smaller antennas in the 10.7 – 11.7 GHz point-to-point band Reduce current 1.22 meter requirement down to 0.61 meter Propose to protect Fixed Service users from increased interference by requiring levels from the 1.22 meter to be controlling in an interference situation – smaller antenna licensee would have to upgrade or reduce levels
