FY08 Budget Currently: funds to pay through June 2008 Hope: funds will be found for additional months Promise: Remaining months will be paid in FY09 Hope: FY09 is good to NCHS Thanks: NAPHSIS for support

Contracts New 5/10 year contracts to be developed Hopefully the contracts will be in place by January 2009 Purchase Orders will continue until contracts in place No longer fund just a partial year Deliverables will be divided into smaller entities and priced and funded based on available budget

Contracts Data sets will be subdivided into core and non core – States will be involved in that determination Possible deliverables: fetals, Birth (core), Birth (enhanced); Death Demo (core) ; Death Demo (enhanced); Death Medical; Linked Birth/Death; months

A Commentary: It is not all about VSCP Funding VSCP funding at some level is needed to pay for records; however, The mechanism of the VSCP contracts will not assure improvements in quality and timeliness Contracts/Cooperative Agreements are needed to meet individual state needs for infrastructure (targeted field work, re- engineering, data linkage, new items, etc. Legislation needed for vitals need to be a reportable event and for funding support to improve quality and timeliness

NAPHSIS Cooperative Agreement Funding comes from NDI receipts CA is to help States!!! Onsite technical assistance to states for re-engineering, improving business practices Meeting VSCP requirements

IRTPA Status No progress from the last time I talked with you Draft regs written are still in HHS Doubtful if anything will happen until the next Administration
