5 ECC strategic plan At its 38 th meeting in Montreux (25-28 November 2014), the ECC approved its five-year strategic plan for the period 2015-2020 which states in relation to 5G:five-year strategic plan ECC should consider harmonisation of spectrum allocated to IMT at WRC-15; ECC is planning to consider strategic initiatives to support technologies related to broadband needs in higher frequency ranges, and to obtain contiguous spectrum in substantial blocks Footer copy here

6 ECC meeting, Budapest 3-6 March 2015 Initial discussions related to higher frequency bands and 5G at ECC level: Higher frequencies present less scarcity and possibilities for larger contiguous blocks: opportunities for 5G. Further discussion planned at the next meeting on the organisation of the work for 5G related to modifications of ECC/PT1 ToR and the expected WRC-19 Agenda Item on higher frequency bands. 7 ECC/PT1 Work Programme Following considerations could impact ECC/PT1 future work: additional harmonisation measures, such as for the L-band (WRC- 15 outcome); follow-up of CPG activities dealing with the expected IMT agenda item for WRC-19. key elements of “IMT2020/ 5G” which are underway in ITU-R WP 5D as well as in several European projects under 5G. 8 Current status in CPG PTA, April 2015CPG PTA CPG PTA (responsible for AI 10 – draft Agenda for future Conferences) received proposal to create an AI for WRC-19 calling for studies on frequency bands above [6 GHz/5925 MHz to 100 GHz] for International Mobile Telecommunication (IMT) applications/Mobile broadband; Correspondence Group was created to deal with future WRC agenda item for IMT above 6 GHz. 9 ECC contact with research programmes Footer copy here The ECC Steering group endorsed the following approach proposed by the ECO to focus on the following research areas: ’5G’ area, where existing programmes can already be identified, which should facilitate tracking and liaising with that work; European Commission’s JRC/ISPRA was engaged in longer term studies in some spectrum issues, where liaison with ECC may be mutually useful.
