4 Environmental and Social Management Framework (ESMF) ESMF has been prepared under the project “Punjab Cities Governance Improvement Project (PCGIP). ESMF serves as a guiding document to address the environmental and social issues during projects implementation. ESMF ensure that schemes to be designed and implemented by the Government are environmentally sound, socially acceptable and comply with the national regulatory and WB policy frameworks. 4

5 Environmental Categorization of schemes E – 1 Schemes wherein major environmental impacts are foreseen EIA/IEE * E - 2 Schemes that are expected to have only moderate environmental impacts ESMPs ** E - 3 schemes with negligible environmental impacts no further assessment required *Environmental Impact Assessment (EIA). Initial Environmental Examination (IEE) **Environmental & Social Management Plans (ESMPs)

6 Social Categorization of schemes S – 1 schemes that will impact more than 40 households, and are expected to have significant negative social consequences RAP * S - 2 Schemes that will impact less than 40 households and are expected to have significant social consequences affecting local inhabitants RAP * S - 3 schemes expected to have no significant social consequences affecting local inhabitants SAR** * Resettlement Action Plan (RAP) ** Social Assessment Report (SAR)

7 Environment & Social Management Plans (ESMPs) For each scheme with E2 category, The Environmental and Social Management Plan (ESMP) is prepared according to the World Bank Policy Guidelines; environmental and social laws; and policies of Government of Punjab (GoPb). ESMPs will be used to identify and mitigate the environmental and social impacts that may emerge during implementation of schemes. 7

12 ENVIRONMENTAL AND SOCIAL SCREENING OF SCHEME Site visit of Team including officials from departments of Works & Services, Environment, Social and CPU-The Urban Unit Environment and social screening form filling Public consultation Finding: Environmental category: E2 (ESMP prepared) Social category: S3 (no further assessment required) 12

13 Experience during Screening Public was informed about the project/scheme through meetings Their comments / views / suggestions taken regarding the scheme People has shown positive attitude towards scheme and suggested to do more improvement in other areas too Some people enquired about work duration and suggested to complete the project soon in order to avoid hindrance in traffic flow and pedestrians walking 13

14 ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN (ESMP) PREPARATION ESMP prepared by the Environment and Social Safeguards Specialist. The ESMP include details of the works to be carried out under the scheme, the site-specific environmental and social information, site-specific and scheme-specific mitigation measures, ESMP cost estimation and monitoring plan. The ESMP approved by Environment Protection Department, Punjab 14

15 ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN (ESMP) Environmental and social impacts, their mitigation measures and monitoring plan provided in the ESMP regarding the following parameters: Air quality and Dust emissions Noise Waste management Health and safety of workers and community Traffic control Disturbance to community etc. 15

18 ESMP IMPLEMENTATION The ESMP cost included in the scheme implementation cost. The ESMP included in the bidding documents. Training of Contractors conducted regarding ESMP compliance Contractor's guideline for environmental and social management prepared by the Urban Unit distributed among the contractors 18

19 ESMP MONITORING Site visits of Team including officials from departments of Works & Services, Environment, Social and CPU-The Urban Unit Environment and social checklist Testing of environmental parameters through EPA certified laboratory On site training of labour and contractor Public consultation Photographic record Monitoring report preparation 19

20 EXPERIENCE DURING MONITORING Most of the people were happy for improvement of roads. They cooperated with the workers. Some people complained regarding inconvenience and suggested to complete work early. People of nearby areas gave their views to improve their streets also. Labour were reluctant to wear PPE’s. They were provided training and benefits of wearing PPEs. Contractors complaints regarding non cooperation of some residents. People were made satisfied through meetings and discussions. 20

21 SCENARIO BEFORE ESMF INTRODUCTION AT CDG No environmental and social screening of schemes carried out Cost of environmental and social management was not included in the schemes implementation cost No preparation of environmental and social management plans No environmental and social monitoring of schemes during execution Contractors were unaware about the environmental and social management No implementation of local Environmental laws and regulations (PEPA 1997, EIA/IEE Regulations 2000) 21
