2 Housing Needs Assessment RSA 36:47 II. For the purpose of assisting municipalities in complying with RSA 674:2, III (l), each regional planning commission shall compile a regional housing needs assessment, which shall include an assessment of the regional need for housing for persons and families of all levels of income. The regional housing needs assessment shall be updated every 5 years and made available to all municipalities in the planning region

3 Housing Needs Assessment RPC’s Housing Needs Assessment is based on the model developed by Bruce Mayberry for the New Hampshire Housing Finance Authority in 2003. Three models are available, the RPC used the Constant Employment Share approach. Employment Growth Rate Households are modeled based on the projected employment Projected households are distributed based on the 2000 census income distribution.

12 Does Your Town Meet Fair Share? A Community can assess their housing units to determine if they are meeting their Fair Share. Total Households Assessment Records (100% valuation) Rental Information (total units at a minimum)

13 Does Your Town Meet Fair Share? Ownership Units: check against the Assessor's database to determine how many fall under the income thresholds. Rental Units: use the ratio from your HMFA (e.g. 52% or 58% for Portsmouth/Rochester) to make an assumption about the affordability of your rental units. The combined affordable units should meet at least 46% to demonstrate that you are meeting the Current Need… Foreseeable Future Need: do your current workforce housing units still exceed 46% if you use the 2015 projected households?

14 Does Your Town Meet Fair Share? Assume 1000 households in 2006 and 1100 in 2015 100 units are rentals. Your HMFA % is 50%, so 50 rentals are qualified Workforce Housing Of the 900 units 425 are affordable according to your assessor’s data. Your town would meet the 46% criteria for WFH units: 475/1000 or 47.5% If you compare your current data to the projected households: 475/1100 or 43.2%.
