EuCARD-2 is co-funded by the partners and the European Commission under Capacities 7th Framework Programme, Grant Agreement 312453 Report from ESGARD EuCARD-2 Steering Committee Meeting M. Vretenar, 02.10.2014

Proposed funding (in M€ for 2014-2020, 2011 constant prices) European Research Council Frontier research by the best individual teams 13 268 Future and Emerging Technologies Collaborative research to open new fields of innovation 3 100 Marie Curie actions Opportunities for training and career development 5 572 Research infrastructures (including e- infrastructures) (IA,DS, CNI-PP, ERA-NET…) Ensuring access to world-class facilities 2 478 Horizon 2020 Estimated Work programme 2014-2015 Budget: ~580 M€

Design Studies 3 Design Studies supported by ESGARD, submitted on 2 September (plus one more related to accelerators). Total budget for this call is 15 M€, maximum EC contribution 3 M€: only 5 to 8 DS can be approved. 39 DS proposals submitted for this call: competition will be tough! Ranking of projects expected beginning of 2015. Somehow, EU is realizing that the DS budget was too low and foresees to increase for next call.

ESGARD Design Studies 1. EuroCIRCOL (M.Benedikt): core topics for a 100 TeV energy frontier hadron collider and feasibility study of its key technologies (including infrastructure aspects, mode of implementation and estimation of the cost baseline). 4-year proposal, 5 WPs and 16 members (KEK, EPFL and UNIGE with no EC funding). Manpower 1509 person-months. Declared project cost 3.29 M€, request EC contribution 2.999 M€. Actual (total) cost is higher, estimated to about 10 M€. CERN is requesting only very little PM. ESGARD fully and enthusiastically supports the EuroCirCol DS proposal. 2. EuPRAXIA (R. Assmann): European Plasma Research Accelerator with eXcellence In Application, prepare a CDR for a first plasma-based accelerator at 5 GeV and 2 user areas, compact femto-second FEL and HEP detector science. 7 WPs (7 additional with no request from the EC). 16 partners and long list of associates. Requested EC contribution is 2.9999 M€. ESGARD welcomes and strongly support the EuPRAXIA DS initiative as it will enable Europe to gain leadership in the development of a full acceleration system using plasma wakefield acceleration for potentially the benefit of a large user community embracing on a longer term basic research, medical and commercial applications. 3. ESSnuSB (T. Ekelőf): evaluate the impact of a neutrino facility on the construction and operation of ESS (building up on the results of several previous EC projects). 11 beneficiaries, 6 Work Packages. 3-year duration, cost estimated 3.616 M€ involving 369 person-months. Requested EC contribution 1.834M€. ESGARD welcomes and strongly support the ESSnuSB DS initiative as it provides interesting and competitive means for studying CP violation in the leptonic sector. It also potentially offers the possibility to capitalize upon the development of the ESS world leading infrastructure and enlarge its user community.

2 FET proposals supported by ESGARD Future Emerging Technologies: Long-term vision, Breakthrough S&T target, Foundamental, Novelty, High-risk, Interdisciplinary – max. 4 M€, calls 30/09/2014, 31/03/2015, 29/09/2015. 1. HI-LUX (High repetition rate Fibre-Laser-plasma accelerator for Ultrabright x-rays). Groups from UK, Germany and France, 4 year, request 4.2 M€. New laser technology (coherent combination techniques), leading to delivery of (multi)Joules of energy with 100fs pulses and 10 kHz repetition rate, and then leading to breakthrough in applications e.g. in medical imaging. ESGARD welcomes and strongly support the Hi-FLUX initiative. ESGARD has assessed the novelty of the concept and its foundational nature, although some level of risks exists in achieving the scientific and technological breakthroughs that are needed. However, if successful, this project will enable to develop a long-term vision for the realization of affordable accelerators with a large number of applications for basic research as well as interdisciplinary, medical and commercial applications. 2. ELBA - Electron linear Beam-driven Accelerator. 4 year project, 3.9 M€ on Plasma excitation by electron beam. ESGARD welcomes and strongly support the ELBA initiative, which is the first collaborative effort in the kind in Europe. If successful, this project will enable means to upgrade in a very effective manner existing accelerators and to develop a long-term vision for the realization of affordable accelerators with a large number of applications for basic research as well as interdisciplinary, medical and commercial applications.

EuCARD-3 preparation Integrating Activity Calls expected in 2014, 2016, 2018 and 2020. EUCARD-2 will finish in April 2017: the proposal for “EUCARD-3” (temporary name) should be submitted to the next IA Call in 2016. Maximum EC contribution 5 M€ can go up to 10 M€ for advanced topics. New top-down approach for IAs: a topic for accelerator S&T should be included in the new Work Programme for 2016-2017 in. So far, the EC used panels of experts to select the eligible topics for each IA Call. Timeline: call expected in Autumn 2015, submission deadline mid-2016. Procedure: by end 2014 ESGARD collects topics proposals from EuCARD2 partners, TIARA and ESGARD partners, and the AS&T community at large. By early 2015 ESGARD nominates theme conveners in charge of developing a coherent theme package within specific budget guidelines. By Autumn 2015: very first definition of the proposal.

7 EuCARD-3 template: first proposal for your comments Proposals should have a well- defined budget limitation, eg. 500 k€ MP + 500 k€ material = 1 M€.
