13 Target Population People diagnosed with substance use disorder as their primary condition and who are… young men who have sex with men (18-29) adult heterosexual men and women men who have sex with men (> 30)

14 Awardees Domestic public and private nonprofit community based organizations (CBOs) and Federally recognized Tribes and tribal organizations in states and territories with HIV prevalence rates of 270/100,000 States, local governments and for profit agencies are not eligible
