1. Recent Developments NASA IDL/MDL study indicated technical feasibility of an ISS mission NASA IDL/MDL cost estimate was well above Earth Venture limits Science Workshop (February 2011) provided strong scientific impetus for a spacebased winds mission – Tropical cyclones – Tropical and subtropical jets – Monsoon circulations – Stratosphere/Troposphere Circulations – Large scale systems (e.g.,MJO) – Numerical modeling, forecasting, and analysis of tropical circulations – A science team is ready to go! Indications were that a mission could be supported as part of US- India diplomatic initiative Science community in India was highly supportive of collaborating to assess the value of an ISS mission We were unable to develop a funding concept to include Indian support Based primarily on cost issues we elected not to submit an EV-2 proposal

2. Where are we now? Decadal Survey is being reexamined, but no indication that the Global Winds mission is moving up in priority Decadal survey mission launch dates are being delayed due to NASA budget constraints Next EV space opportunity still planned for 2015 (proposals due) – No indication in changes in the cost cap We are still carrying the direct/coherent Hybrid Instrument as our mission concept Progress on the technology front has been made – Airborne operation of Double-Edge, Coherent, and OAWL instruments has been demonstrated – “Regular” continuous operation and production of science-level products with mission compatible hardware have not yet been demonstrated – A single aerosol/molecular instrument has not been demonstrated (although a single transceiver is being designed) OSSEs show significant impact on skill, especially in the tropics No definitive decision has been announced on the future of the International Space Station A BAMS article outlining progress toward a Hybrid mission is in preparation

3. Issues for this meeting Do we focus on the next Earth Venture AO? Are there any other potential opportunities? Is there anything to be done to increase the priority of winds as a Decadal Survey mission? How do we get the cost of a winds mission within the Venture AO cost envelope? – Mission descope – New mission concept – Add additional measurements addressing higher priority Decadal Survey objectives Have any new science issues arisen that have elevated the need for winds? How could we design a partnership to include resources from an international partner? Are philanthropic partners an option?
