1 Energy Efficient Buildings PPP: Results and outlook from an industry perspective On behalf Stefano Carosio D’Appolonia SpA/E2BA Coordinator EeB PPP AIAG stefano.carosio@dappolonia.it Miguel Angel Bengochea KERABEN GRUPO, S.A./E2BA Ma.bengochea@kerabengrupo.com

2 Buildings use 40 % of total EU energy consumption The built environment generates 1/3 of GHG in Europe Even new buildings are far from being all energy efficient Replacement rate is very small (1 to 2 % per year) The renovation of the existing stock is a real challenge Many experiments are made but actual impacts are limited Construction sector has a clear responsibility and objective : to provide NOW solutions for new and existing buildings at a very large scale Being aware

3 The Big Challenge A huge challenge is thus in the hands of the European construction sector: It is of strategic and vital importance for EU countries It should be seen at transnational level In a construction market with a fragmented organisation But this challenge raises high hopes because it could: Significantly contribute to CO2 reduction Provide competitive advantages to European countries Bring new knowledge, raise awareness of all Business as usual is not an option

4 20 th June 2007 ECTP High Level Group Meeting Decided to fully support the preparation of a Joint Technology Initiative (JTI)

Creating an association (E2BA) within the framework of ECTP, to engage into long term partnership with EC, aiming at: Seeking and demonstrating industry engagement Coordinating research interests towards Public stakeholders Keeping close links with international initiatives Liaising with national/regional initiatives How and who?…

Over 160 members have joined the Association. …in the full innovation chain

..…to boost research in building sector by addressing….. BUILDING DISTRICTS: Systemic approach for design, implementation, operation and maintenance Considering interactions between buildings, networks, environment and behaviour Addressing the proper scale for distributed energy production Reaching a significant impact. GEOCLUSTERS: They are basically transnational GeoClusters are geographical areas with strong similarities in terms of: Climate Culture and behaviour Construction typologies USER CENTRED SOLUTIONS: Reduction of energy bill ! Economic systems Gross Domestic Product User is key!!!

8 ….it’s time to work…. E2BA Deliverables

The roadmapping process Public Consultations

10 The key challenges

EeB PPP as first wave of a Long Term Strategy i.e. Retrofitting and reduction of energy use i.e. Energy neutral buildings/districts i.e. Energy positive buildings/districts EeB PPP 2010-13 A long term programme

12 E2BA organisational aspects

13 “Typical” PPP Financing structure is EC = 1/6 Member States = 1/3 Industry = 1/2 Expected duration ~ 10 years The expected budget is about 2 Billion € Public Funding by DG Research, but also DG TREN, DG INFSO, DG Environment and Member States. Financing, duration, DG’s involved

Strengths of the PPP – Method Rapid implementation 50% industry Over 24% SMEs <1 year start Known rules

Strengths of the PPP – Framework Common framework for multidisciplinary working High commitment from stakeholders Indicative budget ensures continuity Focused activity allows long term planning

16 E2B CALLS. Results and running projects

20 E2B PPP - IMPACTS

Strengths of the PPP Direct impact New links in R&D for Eefficiency in construction Increase industrial investment in R&D Access to new technologies across all EU-27 Enhanced knowledge base for SMEs Demonstrators – acceleration factor Pictures from COOL-Coverings

Job creation? Economic impact? Benefits of the PPP Indirect impact

Inputs Activities/ Process Final Outcomes Products / Outputs Finance People Infrastructure R&D and innovation projects Technologies Publications Business models Prototypes Services Technologies / materials adopted Houses insulated / energy neutral Construction processes adopted Reduced GHG emission Programme logic Impact generation Social Impact Incomes Employment Environment Climate change Public health Cultural heritage Project Context Courtesy: TNO
