3 BRIEF BACKGROUND Mokokchung district is the home of Ao Nagas, covering an area of 1615 Sq. Km with a population of 1,94,622. Mokokchung district has the highest number of Assembly Constituency seats in Nagaland with 10 (ten) seats and a total of 1,33,123 voters. For the 16 th Lok Sabha Elections 2014, Nagaland had only one constituency i.e. 1 Nagaland Parliamentary Constituency. There were altogether 218 polling stations out of which 08 polling stations were identified as critical, 63 vulnerable and 147 as normal. The entire district was divided into 28 sectors. For the peaceful conduct of the 16 th Lok Sabha Elections 2014, Mokokchung district was allotted with 3 Coys of TSR, 6 Coys of NAP (IR), 1 Coy + 2 platoons of CRPF and 1 platoon of BSF.

4 DEPLOYMENT AND UTILISATION OF FORCES Critical and vulnerable polling stations were manned by 5+1 security i.e. 5 CPMF + 1 local police guide; whereas normal polling stations were manned by 3+1 security personnel. 8 sections of NAP(IR) and 10 sections of DEF personnel were detailed as striking reserve for the entire district. 1 section of riot control party was also detailed. 1 platoon of BSF was detailed for strong room duties. 31 Assam Rifle personnel were also deployed at important locations to provide environmental security. Flying squads were deployed in all the strategic locations to enforce the MCC. Static surveillance teams were deployed at all the inter-state check gates. CCTVs were also installed at the check gates to monitor the enforcement of MCC. Sector Commanders and Magistrates were appointed to monitor all the 28 sectors regarding the security deployments, vulnerability of the polling stations and strict enforcement of MCC at the various polling stations. All pre-poll duties such as MVCPs, ADP, collection of all licensed arms and ammo etc. were performed properly.

5 INNOVATIONS Drives were carried out to encourage the voters. There was a close co-ordination with the village councils and ward chairmen to closely monitor the situation in their respective villages and wards. All the main stakeholders in the community were roped in so that all the sections of society could be involved into making the elections a peaceful one. There was also a close co-ordination with NGOs such as Ao Senden, AKM, Watsü Mundang etc. Small vehicles were used to reach all the remote areas with difficult terrains. Due to the incessant preventive duties carried out by the flying squads, static surveillance teams, CPMF and local forces, only 5 cases of MCC violations were reported and registered.

6 ACHIEVEMENTS Even though Mokokchung district had faced major law and order situations during past elections, the 16th Lok Sabha Elections 2014 was conducted peacefully without any serious breach of peace due to proper security planning and supervision. Despite facing a shortage of security forces, optimal use of the personnel could be managed. There were no re-polls conducted in any of the A/Cs. Due to active and efficient pre-poll duties carried out by the security and police forces, the following arms, ammunitions and explosives were seized/recovered: i.AK-56 – 1 nos. ii.AK-56 ammo – 125 rds. iii.AK-56 empty cases – 6 nos. iv.40mm Lethod launcher – 1 nos. v.40mm Lethod ammo – 7 nos. vi..22 pistol – 1 nos. vii..22 ammo – 6 rds. viii.12 bore SBBL gun – 1 nos. ix.7.65mm pistol – 1 nos. x.7.65mm ammo – 4 rds.

7 The model code of conduct (MCC) was strictly enforced with only 5 reported cases of MCC violation. Election related expenditure was under prescribe limit we made the optimum use of resources available locally to cut short expenditure. GPS was also utilized on certain occasions wherever necessary for VIP movements. Appreciation letters were awarded from C.E.O Nagaland and D.C Mokokchung. Even after polling, round the clock patrolling and checking duties were carried out due to which the law and order situation was kept under control and there were no reports of any post-poll violence. The counting of votes on 16 th May 2014 was also conducted peacefully. Nagaland – 88.53% Mokokchung – 89.62%
