2 Academy Developments: Summary The Government’s Academy Programme Academy Act 2010 – Royal Assent on 27 July 2010 Initial focus - “outstanding schools” and schools “that are eligible for intervention” Programme extended and accelerated November 2010 to include: ► “good schools with outstanding features” ► all schools who link with an “outstanding school” ► special schools – September 2011 ► pupil referral services (requires change of legislation)

7 Policy: The Schools White Paper and the Education Bill Schools’ White Paper (published 29 November 2010) basis for Education Bill (26 January 2011) Determines role and responsibilities of schools/LA’s with development of autonomous academies and free schools as driver to raise standards Over time, LA’s to move to strategic commissioning and oversight role Short term - majority of schools to continue as maintained with LA’s supporting school improvement and providing services Local Authority Role summarised as: ► Supporting parents through good supply of strong schools – academies and free schools – and standing up for the interests of parents and children ► Ensuring fair access ► Support vulnerable pupils – e.g LAC/SEN ► Support maintained schools below floor standards to improve, supporting academy conversion and collaboration between schools ► Developing school improvement strategies, including marketing services to schools in and out of borough

8 Interim report published 1 February 2011, final report due April 2011, proposed areas of reform include: ► management and inspection process – reduce to manageable size, e.g. unannounced inspections only; ► developing social work expertise by keeping experienced, more senior social workers on the front line so they can develop their skills and better supervise more junior social workers; ► giving other professionals – health, police and family support services – easier access to social work advice when they have concerns about abuse and neglect; ► revising and reducing the statutory guidance, Working together to safeguard children. 9 Health and Social Care Bill Presented to House of Commons on 19 January 2011 Implements the NHS White Paper, Equity and excellence: Liberating the NHS: ► develops Health and Wellbeing Boards, consisting of representatives from local authorities and health services, to drive the commissioning of health services within the local area; ► abolishes Primary Care Trusts and replaces them with GP Consortia to commission health services within the local area by April 2013; ► transfers the role and responsibilities of the Directors of Public Health from the Primary Care Trusts to local authorities.
