2 Program Goal – to promote competition in the Kaluga Region by developing a favorable environment to support the emergence of new entrants and improved growth of the existing players in the regional markets of goods and services Program Objectives: 1.To reduce existing administrative barriers and infrastructural constraints in Kaluga regional markets of goods and services. 2.To enhance transparency of the regional government. 3.To remove the constraints currently affecting the development of competition in regional markets of goods and services in certain sectors of the regional economy.

The region piloted 361 on-line auctions using the federal trading facility.
