3. 3 Why the OFO System The purpose OFO is to help identify Scares & Critical Skills & to ensure uniformity in naming occupations within & across sectors. DoL’s ESSA (Employment Services for South Africa) draws information for reporting on Scarce & Critical Skills from OFOs as reported on WSPs & ATRs from 2007 going forward.
