3 2 1 APEC Energy Ministers’ Meeting (EMM9) 1 APEC Energy Ministers’ Meeting (EMM9) Ministers agreed to launch the project proposed by Japan, and instructed the EWG to establish a Task Force It was agreed to implement Tianjin City Project, jointly proposed by Japan and China, as the first case of the Project ASF Sub-fund for Energy Efficiency was expanded to cover the “Low-Carbon Measures” (Fukui, Japan, 19 June 2010)

4 3 2 First LCMT Task Force Meeting 2 First LCMT Task Force Meeting develop the concept of a low-carbon town; provide advice on project planning to conduct feasibility studies to encourage the creation of low-carbon communities in urban development plans; and share best practices for making such community a reality in the APEC region. The first meeting chaired by Japan was held with the participation of Canada, China, Republic of Korea, Singapore, Chinese Taipei, The United States, and the APERC “Terms of Reference” and “Criteria for the Project” were discussed and fixed thereafter 1st LCMT Task Force Meeting (Tokyo, Japan, 13 July 2010) Ministers instructed Specific Actions and Activities of LCMT Task Force

5 4 (Criteria for the APEC LCMT Project) (Criteria for the APEC LCMT Project) The city/town/district development project (CDP) is coordinated or supervised by relevant government authorities of the APEC member economy. It is ideal if the CDP is conducted under cooperation with other member economies. A responsible entity for the CDP is identified, and the project is already on-going or has been committed to being implemented. CDP implementation plan has been developed. The plan should include major items, such as land use, transportation, energy, environment and area management plans. Organization and people responsible for the F/S has been identified, and committed to provide necessary information for the purpose of F/S. Member economies may need to prepare necessary funding and human resources for internal use.

7 6 4 Feasibility Study of the Yujiapu CBD project in Tianjin 4 Feasibility Study of the Yujiapu CBD project in Tianjin 28 December 2010 Approval of Project Proposal of EWG 09/2010A “APEC Low-Carbon Model Town (LCMT) Project – Phase 1” 13 -28 January 2011 APEC project tender for LCMT phase 1 was posted on the APEC website 18 February 2011 The Contract was signed between APEC Secretariat and Nikken Sekkei Ltd and the F/S started in Yujiapu CBD. 31 August 2011 F/S report will be finalized.

8 5 Development of the Concept of the Low-Carbon Town 5 Development of the Concept of the Low-Carbon Town 7 Background (urbanization and CO2 emissions increase in the APEC) What are “Low-Carbon Towns” and their “Concept” ? Overall flow to design Low-Carbon Towns (selection of development plan area, characterization of cities, etc.) City characterization and the menu of low-carbon measures Strategy to develop a low-carbon town (target setting, selection of a proper set of low-carbon measures) Summary TF Japan was established recruiting experts as part of the preparatory study by Japan. 1 st Draft of the Concept of the Low-Carbon Town was developed by TF Japan, which is under review by Study Group A members.
