9 RESOLUTION BY THE IRU REGIONAL COMMITTEE FOR AFRICA REQUESTING THE RATIFICATION BY THE AFRICAN GOVERNMENTS OF THE UN INTERNATIONAL CONVENTIONS ON THE FACILITATION OF TRADE AND INTERNATIONAL ROAD TRANSPORT Call upon the Heads of States of the African countries and the Governments of the countries concerned, as well as all African regional Organisations, to Ratify the main UN international Conventions on the facilitation of trade and international road transport, especially: The International Convention on the Harmonisation of Frontier Controls of Goods (21 October 1982), The TIR Convention. 4 th May 2012 CRIPA Resolution Page Page 9 (c) International Road Transport Union (IRU) 2013

12 TIR in Africa - Senegal Dakar, 15 November 2012: IRU holds International Seminar on the UN trade and road transport facilitation instruments: The IRU organised an international seminar, in partnership with the Senegalese Union of Transit and Transport Authorised Companies (USETTA), to present to some 200 government and industry representatives the benefits of the key UN Conventions on trade and international road transport facilitation, in particular the Harmonization and TIR Conventions, for Senegal and all countries of the Economic Community of West Africa States (ECOWAS). Opening the seminar, the Minister of Transport and Infrastructure of Senegal, Mr Thierno Alassane Sall, announced that the Senegalese Government is about to ratify the Harmonization and TIR Conventions. Participants recognised TIR as an effective means to provide multimodal access to global markets, as well as the importance of urgently implementing the facilitation Conventions in Senegal and the region to further develop inter-state trade in West Africa. The seminar was held on the sidelines of the International Exhibition on Transport and Logistics Solutions (SISTL), co-chaired by the Minister of Transport in Senegal, the Senegalese Minister of Budget and the Moroccan Minister of Transport. 14 IRU cooperates with ICDT Page 14 (c) International Road Transport Union (IRU) 2013 Casablanca, 26 February 2013 IRU and Islamic Centre for Development of Trade (ICDT) sign MoU El Hassan Hzaine, General Director of the Islamic Centre for Development of Trade (right) and Jean Acri, Head – IRU Regional Committee for Africa Secretariat, signing MoU. The IRU and ICDT signed a Memorandum of Understanding to join efforts and develop technical assistance programmes, in order to facilitate the accession of the 57 countries of the Organisation of Islamic Cooperation (OIC) to the key UN facilitation and security instruments for trade and international road transport, namely the Harmonization and TIR Conventions. The IRU and ICDT will also cooperate to reinforce capacity building and the professional training of road transport operators and drivers through the IRU Academy.
