2 The problems of peace 1-All rebels were pardoned by President Johnson in 1868 2- Davis was still not considered a citizen 3- Banks locked their doors 4- Transportation had broken down completely 5- The Northern and Southern source of economy were dying B- Unfettered Freedmen 1-Emancippation proclamation caused confusion in the south in the meaning of freedom 2-Southerners protested that slavery was still legal until the Supreme Court passed the law 3-Slaves were not completely free yet 4- Slaves believed that they should be entitled to steel a chicken or two considering the white man has robbed them of their lives and children 5- The southern masters were forced to recognize their slaves as free men 6- Blacks formed the “Conventions of Freedmen” a) The “Conventions of Freedmen” helped make their freedom a reality

3 C- The Freedmen’s bureau 1- Former slaves were unskilled and uneducated, they were also in poverty 2- Congress created the Freedmen’s bureau in 1865 a- This was suppose to be a welfare agency 3- It helped provide education for the free blacks 4- It did not distribute land to the free blacks 5- President Johnson wanted to take The Freedmen’s bureau away; he let it expire in 1872 D-Johnson: The Taylor President Johnson was in politics in Tennessee Was known as ‘old Andy”

4 E-Presidential reconstruction: 1-Never legally seceded from the union 2-wade Davis bill was passed in1864 A-50% needed to take an oath of loyalty 3-1862 Johnsons passed his own reconstruction plan F- The black codes 1-A labor supply was needed in the south 2-Labor contracts were issued to blacks
