Solar thermal applications in Eastern Europe with Guaranteed Solar Results Solar thermal applications in EASTern Europe with Guaranteed Solar Results EAST-GSR Grant Agreement EIE/05/208/SI2.420214 Project duration : from January 1st, 2006 to December 31st, 2008 www.solareast-gsr.net December 2008

Solar thermal applications in Eastern Europe with Guaranteed Solar Results A 10 partners consortium ADEME (French Environment and Energy Management Agency) – France (Leader) Arsenal Research – Austria SEC (Sofia Energy Centre) – Bulgaria TECSOL – France DENA (Deutsche Energie Agentur) – Germany CRES (Centre for Renewable Energy Sources) – Greece KAPE (Polish national energy conservation agency) – Poland OVM-ICCPET - (Oscar Von Miller-Institut de Conceptie, Cercetare si Proiectare Echipamente Termoenergetice) Romania SIEA (Slovak Innovation and Energy Agency) – Slovakia UL-FME (University of Ljubljana) - Slovenia

Solar thermal applications in Eastern Europe with Guaranteed Solar Results Promoting a quality approach for large-scale solar thermal systems through the Guaranteed Solar Results (GSR) contract in five Eastern European countries (Bulgaria, Poland, Romania, Slovakia and Slovenia). Project summary Adaptation of the Guaranteed Solar Results contract to Eastern European target countries’ national context. Pro-active promotion and networking between solar energy professionals and public/private decision-makers to increase confidence and remove the remaining barriers to a massive use of solar thermal energy systems. Implementation of pilot projects and pre-feasibility studies to demonstrate the reliability of collective applications and the assets of the GSR scheme.

Solar thermal applications in Eastern Europe with Guaranteed Solar Results Background & outputs This project was targeting Eastern European countries with an emerging solar thermal market and which appeared to face broadly similar barriers and challenges. These markets are high potential ones in a context of rising energy prices, high energy dependence and ambitious European objectives in terms of renewables. Thanks to the GSR quality approach transfer, the EAST-GSR project aimed to contribute to the development of a mature and sustainable solar thermal market in the target countries. As a matter of fact, the GSR contract is a win-win approach which can be promoted at the same time by professionals proposing quality services, financers who want to secure their investment or loans, institutions who want to promote efficient support schemes and clients who need guarantees in a developing market. Thus, this project should contribute in the medium term to the enlargement of the markets and to the development of local industries and distribution networks following a process already experienced in other European countries.

Solar thermal applications in Eastern Europe with Guaranteed Solar Results Achieved results The state of present solar hot water market and future potential as well as the main field stakeholders in the 5 Eastern European partner countries have been identified. This information is presented in national reports. The GSR Charter has been adapted to the national context and reviewed by national lawyers. A template as well as recommendations for its implementation are available on the project website for public use. One existing large-scale solar system per target country was equipped with a telemonitoring system in order to serve as a pilot site. The day to day collected data will be available on the project website until 2011.

Solar thermal applications in Eastern Europe with Guaranteed Solar Results National meetings including a networking meeting, a training session and a pilot site visit have been organised in each target country. Training and dissemination tools such as a professional handbook, a telemonitoring manual and a project CD-Rom were elaborated. The project approach was promoted through publications and participations in national and international level conferences ( GWREF 2006, Estec 2007, ENERGAÏA 2007, Solarpraxis 2008). Pre-feasibility studies for potential projects have been proposed and the results disseminated to potential investors. Networking and dissemination activities have already lead to the emergence of GSR projects which should soon be concretised. Achieved results
