2 Overview Homelessness Partnering Strategy – Aboriginal Stream HPS – Aboriginal Community Plan Community Advisory Board (CAB) Community Entity (CE) RFP aligns with priorities in Community Plan Funding period: April 1, 2015 – March 31, 2016 One year with opportunity for annual contract renewal

3 Community Plan Components In this RFP: 40% to Housing First Projects 52% to Improving self-sufficiency of individuals and families experiencing homelessness and those at imminent risk of homelessness through individualized services (“Self-Sufficiency”) In a Separate Competition: 8% Coordination and Leveraging of Resources

4 RFP Eligibility Existing programs, expansions, changes, or implementation of new programs Projects must : ― demonstrate strong financial and governance policies and processes (see Schedule A) ― use the Homeless Management Information System (“HMIS”) ― adhere to the CHF Case Management standards ― participate in the Coordinated Access and Assessment Program

5 Target Population Aboriginal people, including singles, youth, families and women who: Meet HPS Homelessness Definitions: Chronic Homelessness Episodic Homelessness Have the highest acuity and complex needs Priority given to those residing in shelter or rough sleeping

6 HPS RFP - Housing First Funds available: $220,000 Six mandatory principles: ― Providing rapid housing with supports ― Offering clients choice in housing ― Separating housing provision from other services ― Providing tenancy rights and responsibilities ― Integrating housing into the community ― Applying strengths-based approaches and promoting self-sufficiency Eligible program types: ― Rapid Re-housing ― Supportive Housing ― Permanent Supportive Housing

7 HPS RFP - Self Sufficiency Funds available: $290,000 Housing placement (outside of HF) Supports to improve client's social integration connecting clients to income supports providing pre-employment support and bridging to the labour market making available life skills development (e.g. budgeting, cooking) ensuring there are culturally relevant responses to help Aboriginal clients connecting clients to education Eligible program types : Rapid Re-housing Supportive Living Permanent Supportive Living Outreach Support Services

9 Proposal Considerations Consistency ― Workbook ― Schedule B ― Supplementary information (organizational chart, job descriptions, etc) Clarity Review eligible costs ― Clinical positions not eligible ― Rent supplements not eligible for Self-Sufficiency stream

10 Project Advisory Committee Panel: - 3 or more non-conflicted members of the ASCHH Technical Advisors: - up to 3 CHF staff - One Service Canada representative Three part-process - Mandatory compliance review - Technical review (individual scoring by each panel member) - Panel discussion to shortlist proponents based on ability to achieve outcomes (may request clarification in writing or through presentations)

12 Proposal Preparation A checklist of required proposal documents to be submitted is included in Schedule A of each RFP Ensure all Mandatory Requirements are met Submit six (6) hard copies and one (1) electronic copy of your proposal. Schedule B to be in excel format (not pdf) 1 USB key with all documents in electronic format 12

13 Proposal Preparation Proposals must be submitted in a sealed package, the outside of the sealed package should be prominently marked with the RFP title and reference number, the full legal name and return address of the Proponent and the Proposal Submission Deadline date and time.
