3 Selection Procedure The evaluation of your application submitted under this call will undergo the following procedure: Administrative eligibility check Eligibility of the applicants and partners following the Exclusion (sec.8) and Selection Criteria (sec. 9) Assessment of the applications following the Award Criteria (sec.10)

4 Administrative eligibility check The Agency will assess if: the deadline has been respected. If the deadline has not been respected the proposal will automatically be rejected. the Application Form satisfies all the criteria mentioned in the Checklist (Section III of the grant Application Form). If any of the requested information is missing or is incorrect, the proposal may be rejected on that sole basis and the proposal will not be evaluated further.

5 Exclusion Criteria: Eligibility of the applicants and partners (sec.8) Applicants must state that they are not in any of the situations described in the Council Regulation (EC, Euratom) N° 1995/2006 of 13 December 2006 amending Regulation No 1605/2002 on the general budget of the European Communities (OJ L 390/2006 of 30 December 2006).

6 Selection Criteria: Eligibility of the applicants and partners (sec. 9) The selection criteria are intended to help evaluate the applicants' financial and operational capacity to ensure that they: have stable and sufficient sources of finance to maintain their activity throughout the period during which the action is being carried out and, where appropriate, to participate in its funding; have the management capacity, professional competencies and qualifications required to successfully complete the proposed action.

7 Award Criteria The award criteria allow evaluating the quality of the proposals submitted in relation to the objectives and priorities set in the call for proposals. They cover the following aspects: Operational Capacities and Expertise Relevance Methodology to manage the partnership and implement of the mobility activities Sustainability Overall Score: 100

8 Award Criteria: Operational Capacities and Expertise Under this section proposals will be assessed in consideration of: The technical expertise, management capacity to implement the eligible activities and experience in the management of international cooperation projects. Total score: 10

9 Award Criteria: Relevance Under this section proposals will be assessed in consideration of their relevance in relation to the: Objectives of the Call Needs and constraints of the country and Target Groups Thematic needs and “cross-cutting” principles Geographical spread of the partners Total Score: 25

10 Award Criteria: Methodology to manage the partnership and implement of the mobility (I) Under this section proposals will be assessed in consideration of: Sound methodology and solid internal management of the partnership Partners' level of involvement and distribution of the mobility activities among the partners Compliance with quantitative requirements, balanced mobility flows and thematic expertise of the partners Mechanisms for students examination and study credits recognition and transfer (ECTS, Diploma Supplement or other compatible system) Academic quality control

11 Award Criteria: Methodology to manage the partnership and implement of the mobility Monitoring activities to ensure academic quality Visibility, awareness raising, promotion of the mobility scheme Guarantee an impartial and transparent selection process based on merit and equal treatment Cross-cutting principles: equal opportunities, gender-balance, and encouraging participation of disabled and economically disadvantaged people or indigenous population Practical arrangements as in assistance for obtaining visa, administrative support, housing facilities, languages courses, support for visa/ residence permit Total Score: 50

12 Award Criteria: Sustainability Under this section proposals will be assessed in consideration of: Impact on the target groups and institutional cooperation Capitalisation of the project results and dissemination activities Brain-drain prevention Total score: 15

14 Procedure for the submission of proposals 1. Application Form The Call is published in 5 languages (EN, FR, DE, ES and PT): to facilitate the selection process you are invited to submit the application in EN. Application must be submitted using the specific Application Form available on-line at: http://eacea.ec.europa.eu/extcoop/call/2007/index_en.htm The Application Form together with the following Annexes must be filled in and submitted: Annex A: Budget Annex B: Summary sheet Annex C: Legal Entity form Annex D: Financial Identification form Annex E: List of thematic fields of study

15 Procedure for the submission of proposals (sec. 15) 2. Where and how to send (I) Applications must be submitted in 1 original and 2 copies. 16 Procedure for the submission of proposals (sec. 15) 2. Where and how to send (II) Applications must be complete and duly signed by the Legal Representative of the applicant institution Use the checklist in section III of the Application Form in order to reassure you have respected and included all the expected documents.
