2 Identifying Impaired Waters DEP has so far identified 10 surface water segments in the Upper Ocklawaha River Basin as impaired. These waters are designated as Class III waters, and must be restored and maintained to support recreation and a healthy, well-balanced population of fish and wildlife. 3 Setting Water Quality Targets for Impaired Waters DEP develops and adopts Total Maximum Daily Loads (TMDLs) for the water segments it identifies as impaired. A TMDL is the maximum amount of a specific pollutant that a waterbody can assimilate while maintaining its designated uses. 4 TMDLs for Impaired Waters in the Upper Ocklawaha River Basin In the Upper Ocklawaha Basin, the controlling pollutant is Total Phosphorus, which is present in stormwater runoff, agricultural runoff, and septic tank seepage. 6 Achieving TMDLs in Impaired Waters Under Florida law (403.076, F.S.), DEP may work with stakeholders to develop a Basin Management Action Plan (BMAP) to reduce the TMDL target pollutant(s) being discharged into impaired waters within a basin or sub-basin. In the Upper Ocklawaha, the BMAP addresses 4 planning units, which encompass the Harris Chain of Lakes, the Clermont Chain of Lakes, Lake Apopka, and the Palatlakaha River. 9 Anticipated Outcomes of BMAP Implementation

11 Support for BMAP Implementation DEP requests that each local government represented in the BMAP show support for its implementation by: DEP requests that each local government represented in the BMAP show support for its implementation by: –Passing a resolution of support when the BMAP is final. –Authorizing a staff person or elected official to sign off on the BMAP when it is final. (Language in Resolution) The BMAP will be finalized in June 2006, and will subsequently be adopted by secretarial order.
