3 Ongoing Professional Training Target-Oriented Training in Higher Learning Establishments of Staff Lacking University Background Senior Staff and Specialists Development. Participation in In-House Workshops on Economics Participation in National & International Seminars, Study Tours Abroad. Postgraduate Training for Master and Doctoral Degrees Specialists Retraining (New Qualification Acquisition)

4 Qualification Upgrading (At least once every 5 years) Qualification upgrading terms: - from 2 tо 6 weeks - off-the-job training; - from 6 weeks up to 6 months - on-the-job training. For Senior Staff within State Statistics System:  At the Russian Civil Service Academy under the Russian Federation President and in its Branches, Academy for National Economy under the Russian Federation Government (specializing in: «Economic and Social Policies», «Government and Municipal Administration», «Human Resources Management» and others);  At the Moscow State University for Economy, Statistics and Computer Sciences (specializing in: «Civil Service: Managing Goskomstat’s Local Body»);  At the State University «Higher School of Economics» (specializing in «Civil Service: Managing Goskomstat’s Structural Unit»). For Senior Staff within State Statistics System :  At the Intersectoral Institute for Senior Staff Development in Accounting & Statistics (specializing in : «Methodologies for Reviewing Regions’ Social and Economic Development», «Methodological Frameworks for Statistical Surveying of Hidden and Informal Activities», «Setting and Maintaining Data Bases Through Microsoft Access Applications», «Application of ‘Microsoft Office’ Standard Software in Statistics», «Development, Maintanence and Statistical Use of Unified State Business Register and General Population», «Introduction into SPSS» and others). Training sessions are conducted on the basis of curricula with strict observance of civil servants position groupings.

5 Qualification Upgrading (Workshops)  In Moscow, St-Petersburg, towns of Ufa, Kalinigrad, Kemerovo, Samara, Saratov, Chelyabinsk, Novosibirsk, Nizhny Novgorod, Krasnodar) with the following topics considered: «Methods for Reviewing Regions’ Social and Economic Development», «Problems of Reforming Statistics»  In Moscow State University for Economics, Statistics and Computer Sciences with the following topic considered: «Application of the SPSS Software Package»;  In Goskomstat’s training institutions with the following topics considered: «Methodology for Reviewing Regions’ Social and Economic Development», «Problems of Reforming Statistics», and others.  Within the TACIS project framework, Eurostat and ТЕС Institute conducted jointly with Goskomstat personnel upgrading for 75 staff members from Goskomstat’s local bodies along the following topics: «Enterprise Statistics», «Non-Census Statistical Survey Methods», «National Accounts», and also trained over 2 thousand Goskomstat’s local bodies’ staff members through a tailor-made workshop network.

6 Professional Retraining for civil servants from state statistics local bodies For senior officers: At the Russian Civil Service Academy (RCSA) under the Russian Federation President, and in its regional branches; at the Academy for National Economy under the Russian Federation Government. Specializing in: «Economic and Social Policies», «Government and Municipal Administration», «Human Resources Management» and others. For junior personnel: At regional economic universities: Moscow State University for Economics, Statistics and Computer Sciences; Novosibirsk State Economics and Management Academy, Rostov State Economic Academy, Mordovian State University, and others. Specialization: «Statistics». Study Tours Abroad (within the Presidential Program framework) Goskomstat’s civil servants get trained in Japan, Canada, France, and Great Britain specializing in «Government Administration in Economics and Finance».

7 Major Directions for Improving Ongoing Staff Professional Training Arrangements Allocation of prioritized training directions Appraisal of annual demand in training specialists Developing professional retraining and qualification upgrading programs Implementation into training practices of training seminars and courses based on the international professional training technologies Mandatory qualification upgrading and study tours for newly appointed senior managers and their deputies in local bodies by Goskomstat’s central office, its local bodies and universities Forming dependency criteria that allow for interconnecting staff positional reshuffles, position appointments and labor remuneration with training results Improving relationships between Goskomstat and educational establishments

8 Major Directions for Improving Ongoing Staff Professional Training Arrangements Development by educational establishments of distant professional learning tools for trainees from state statistical system through electronic versions of training and methodological materials Enhancing the structure of the educational establishment network within the state statistical system  its reorganization and setting-up of interregional training institutions Extending a list of higher learning institutions that exercise target-oriented training with specialization in  Statistics  and target-oriented professional retraining of civil servants who lack basic university background Development of short-term and long-term earmarked programs for carreer development with the view of promoting staff to senior positions Professional training in educational establishments for newly recruited staff by Goskomstat’s cental office and its local bodies Arrangements for training in national and international seminars and study tours abroad

9 Key Components for Professional Training System Development Ongoing professional training is an indispensable component of the nation-wide qualification upgrading system and an objectively required prerequisite for successful implementation of social and economic reforms providing leading attributes to professional training with due consideration of state statistics development perspectives continuity and mandatory nature of professional training for all-level civil servants strict target-orientation of professional training based on its compliance with government educational standards while sustaining its flexibility, diversity of types, forms and stages
