2 RDIMS/SGDDI 2 Information requested following SMS implementation presentation Discussion at the last COSCAP-NA meeting lead to requests for the following additional details: 10.3 information on methods used for determining acceptable levels of safety; 10.4 guidance material for manufacturers to support implementation of SMS; and 10.5 checklists used to support oversight on ATM service providers.

3 RDIMS/SGDDI 3 10.3 Information on methods used for determining acceptable levels of safety Safety is not an absolute condition There will always be risks Need to manage risks to an acceptable level to prevent accidents

4 RDIMS/SGDDI 4 10.3 Information on methods used for determining acceptable levels of safety; Example: regulatory reference for Level of Service applies to ANS - Canadian Civil Aviation Regulation 806.02(1) requires ANS service provider to notify the Minister of intent to terminate or reduce a level of service. Minster then has the right to require the ANS service provider to complete an Aeronautical Study before any proposals are implemented

5 RDIMS/SGDDI 5 10.3 Information on methods used for determining acceptable levels of safety; Aeronautical Study -Voluntary process follows Canadian Standards Association CAN/CSA – Q850 “Risk Management: Guideline for Decision Makers.” -Fundamental principles are: - Consultation with Stakeholders - Identification of Risk and proposed Mitigation - Documentation -Pending approval by the Department of Justice, Part VIII of the CARs will be amended to clarify this as a regulatory requirement

7 RDIMS/SGDDI 7 10.4 Guidance material for manufacturers to support implementation of SMS Regulations for manufacturers were tabled in Jan 2007 - expected to be published in about 2 to 3 years - requirements will be exactly the same as for all of Part 5 (Airworthiness) and Part 7 (Commercial Air Services) Guidance material for Part 5 and Part 7 is in the process of being revised to apply to all operators/manufacturers: Reference document is TP 13881, Safety Management Systems for Flight Operations and Aircraft Maintenance Organizations - Guide to implementation

The aggregation of the airborne functions and ground-based functions (air traffic services, airspace management and air traffic flow management) required to ensure the safe and efficient movement of aircraft during all phases of operations. CNS – Communications, Navigation and Surveillance. ATS – Air Traffic Services (ATC and FSS)
