1 Florida Department of Community Affairs - Codes and Standards Overview: Code Modification Process

2 PROPONENT Step 1 - Proponent has a code change in mind MODIFICATION (Mod) Step 2 - Proponent enters the mod into floridabuilding.org Step 4 - After Mod submittal deadline, completed mods are subject to public comment period (45 days) 1 st COMMENT PERIOD    ‚ ‚ ‚ ‚  Code Development Process Step 3 - Staff reviews all submitted mods and verifies those that are complete  STAFF VERIFIES Staff can request more information and mod goes back to the proponent Step 5 - During the public comment period Public can post either general comments or alternate language comments to the site GENERAL OR ALTERNATE LANGUAGE  Some mods remain unverified if not complete

3 MODIFICATION Step 8 - TAC decision is made Step 10 - All information to date, including TAC actions, are allowed for another 45 day public comment period 2nd COMMENT PERIOD  ‚ ‚ Code Development Process – Continued Step 7 - Technical Advisory Committee Reviews comments and original mods (TAC) and make recommendation to the Commission TAC REVIEW Step 6 - After the public comment period, Staff compiles all mods and comments for TAC review  STAFF COMPILES  Some mods receive no affirmative recommendation, if not approved AS- Approved as Submitted AM- Approved as Modified Step 9 - For all approved Mods, Staff updates all changes and TAC info and votes into the BCIS  STAFF COMPILES

4 Step 13 - TACS review 2 nd Comment Period Comments as applicable and the Commission takes action on the TACs recommendation TAC REVIEW COMMISSION ACTION Step 12 - Staff compiles all 2 nd comment period information for the TAC review if necessary  STAFF COMPILES Step 14 - Adoption of the Proposed Code By Rule In accordance with F.S. Ch 120 Procedures - Public Workshop - Public Hearing - File Rule with Department of State - Effective Date 2010 FBC

Florida Supplement to the 2009 I-Codes – Supplements by SubCode - Florida Building volume uses 2009 IBC as the base - Florida Residential volume uses 2009 IRC as the base - Florida Mechanical volume uses 2009 IMC as the base - Florida Plumbing volume uses 2009 IPC as the base - Florida Fuel Gas volume uses 2009 IFGC as the base - Florida Existing Building volume uses the 2009 IEBC as the base - Florida Energy Conservation volume is a new volume that uses the FBC and IECC as a base -FloridaTesting Protocols uses the 2007 FBC as the base
